Well when Libertarians want to focus on local issues and local solutions the national party pushes for Trump and anti libertarian goals. So it's hard for Libertarians to not be discouraged, it's hard for them to not call out the BS, it's hard for them to even organize locally because the national party has in the past promoted centralization and goals that directly interfere with local goals. So it's not that they are not paying attention to building it's that their foundation keeps getting run over by centralized systems including their own party. It should be every state affiliate and national goals to simply help local affiliates organize individual goals.

Dilemma: most libertarians focus all of their energy on opposing things and pay little attention to building things.
