However there is proof of the Shah ( through Pahlavi foundation ) of Iran stealing state funds. In 1979 Iranian central bank officials released and showed journalists (including from The New York Times) thousands of loan contracts, cables, and transfer records. These proved over $1 billion in diverted or misappropriated funds from public deposits via preferential, unsecured loans and schemes.
