South Carolina was majority Black, so of course their constitutional delegation was Black. They CREATED the American public school system as we know it. They outlawed racial discrimination. They even tried to extend voting rights to women (So did GA, VA and a few others)

Remember, after the Civil War, the Confederate states had to rewrite their constitutions to be readmitted to the Union. After the 13th, 14th & 15th Amendments passed, Black voter registration was 90%. ~2,000 Black people were elected and they introduced a novel idea: Democracy.
