There wasn't a misunderstanding. Iran was clear during the 1st meeting in Islamabad that it would not give up control of the Strait during the MoU's 60-day period but was willing not to charge fees. Trump thought he could Iran's leverage useless by just having ships go through the Omani side. Iran responded to protect its leverage.
