Mel's arc is about how she struggles with vulnerability because of her mother's rejection. It results in a need to overly prove herself as a Medarda and to be in control / ahead of Noxus invading by fighting power with power which is obviously flawed. That’s the point.

mel’s actual intentions are made very clear when it comes to hextech weapons. she fears what ambessa may do if they can’t defend themselves from her, or someone like her, should they attempt to harm/control piltover. the very thing that causes mass casualties in season two.
