During his second FDA stint, the agency approved Monsanto's Roundup Ready alfalfa and deregulated their genetically modified sugar beets, worth roughly $4.5 billion in combined market value to his former employer. The guy literally wrote the rulebook, left to cash in on those rules, then came back to enforce them. This revolving door makes Hayek's knowledge problem look quaint. When the same person writes regulations, profits from them at a private company, then returns to oversee their implementation, you don't have a market failure, you have regulatory capture so complete it's basically corporate ventriloquism. The FDA wasn't evaluating Monsanto's products; Monsanto executives were evaluating their own products while wearing FDA badges. Your iPhone gets more independent safety testing than the genetically modified corn in your breakfast cereal. But somehow we're supposed to trust that the approval process stays objective when the approvers and the approved keep swapping business cards.
