It's pretty incredible how quickly a tornado can develop. The first photo, taken at 5:35 PM, shows a slowly rotating lowering of clouds attached to a boundary. Just five minutes later in the second photo, the tornado touched down about half a mile to my west, with debris lofted.

The hodograph parameter critical angle is meant to quantify how streamwise low-level shear is, but it can be misleading due to its non-linear relationship with streamwise %. You don't have to be particularly close to 90° to still have almost entirely streamwise shear.
