Right to bail is subject only to a specific exception. But detention is used as punishment, forgetting everyone is presumed innocent until proven guilty beyond reasonable doubt. Devotion to the rule of law demands a mental recalibration.

House Committee on Justice chairperson Gerville Luistro emphasized that “no one is above the law” in her opening statement as the committee resumes deliberation on the impeachment complaints against Vice President Sara Duterte on Monday.
