A former Finance Secretary wrote on Thursday last (excerpts): Measured by macroeconomic stress, the circumstances confronting policy makers in 2013 were, if anything, more difficult than those prevailing today. The current account deficit had widened to nearly 4.8 per cent of GDP. GDP growth had slowed to 5.1 per cent. Brent crude prices had earlier touched almost US $ 130 per barrel and hovered around US $ 110 for prolonged periods. Inflation was high, exports had weakened, India had become one of the so-called 'fragile five' emerging economies. International rating agencies openly questioned whether India's investment grade sovereign rating could be maintained. Currency markets were pricing in continued depreciation, with forward markets beginning to speculate about the rupee approaching 100 against the US dollar. All this occurred barely year before a general election. Within a year, the picture had changed. The rupee stabilised, capital returned, the current account deficit narrowed sharply, and GDP growth rebounded from 5.1 per cent to 6.9 per cent -– one of the strongest year-on-year recoveries in recent decades. India had moved from being one of the world's most vulnerable emerging economies to one that had restored macroeconomic stability. It is tempting to attribute this turnaround to the FCNR (B) scheme. That interpretation, however, mistakes the catalyst for the cause. The response was deliberately multi-pronged. The RBI addressed liquidity pressures while the government simultaneously reduced structural demand for foreign exchange. Gold imports were curtailed through higher duties and the 80:20 scheme. Fiscal consolidation continued despite the approaching election. Diesel pricing reforms, FDI liberalisation and accelerated project clearances reinforced the same objective. Individually, these measures were incremental; collectively, they signalled that macroeconomic correction had become the organising principle of economic policy. That changed the dynamics of the crisis. An equally important element was disciplined expectation management. The finance minister, the RBI governor, and the finance secretary maintained sustained engagement with investors, multilateral institutions and rating agencies. More important than the frequency of communication was its consistency. The stabilisation of the rupee was therefore the consequence of a reinforcing policy framework rather than a single financial innovation. The broader stabilisation programme changed expectations. That distinction explains why the rupee stabilised then, and why restoring durable stability is proving to be more difficult today.

பாஜக ஆளும் மாநிலங்களில் நடக்கும் ஊழலால் தாய்ப்பாலுக்கு மாற்றாக கொடுக்கப்படும் பாலில் கூட நஞ்சு கலக்கும் கொடூரம் நடக்கிறது பாஜக ஆளும் மகாராஷ்டிராவில், 'டிடர்ஜென்ட், பாமாயில், யூரியா" ஆகியவற்றை பயன்படுத்தி செயற்கையாக பால் தயாரித்துள்ளனர். 100 லிட்டர் தூய பாலுடன், 10 லிட்டர் செயற்கை நச்சுப் பால் கலந்து விற்பனை செய்து வந்துள்ளனர். கடந்த 6 மாதங்களில் மட்டும், சுமார் 2 லட்சத்து 30 ஆயிரத்து 470 கிலோ ஆபத்தான செயற்கை பால் பவுடர் விற்பனை செய்யப்பட்டுள்ளது அதிர்ச்சி அளிக்கிறது. மகாராஷ்டிராவில், சிவசேனா, தேசியவாத காங்கிரஸ் கட்சிகளை உடைத்து, குறுக்கு வழியில் பாஜக அதிகாரத்தை கைப்பற்றியுள்ளது. அதிகாரத்திற்காக எதையும் செய்யும் பாஜகவின் குறுக்கு வழியில், பணத்திற்காக எதையும் செய்யும் கொடூர மனம் படைத்தவர்கள், பச்சிளம் குழந்தைகளின் முக்கிய உணவான பாலில், ஆபத்தான ரசாயனங்களை கலந்திருப்பது, குற்றங்களிலேயே கொடிய குற்றம். இதற்கு மகாராஷ்டிராவை ஆளும் பாஜக அரசும், முதலமைச்சர் தேவேந்திர பட்னாவிசும் தான் பொறுப்பேற்க வேண்டும். கடந்த ஆண்டு டிசம்பரில், பாஜக ஆளும் மத்தியப்பிரதேசம், ராஜஸ்தான் போன்ற மாநிலங்களில் கலப்பட இருமல் மருந்து உட்கொண்ட குழந்தைகள் பலர் உயிரிழந்த சம்பவம் நாட்டையே அதிர்ச்சிக்கு உள்ளாக்கியது. இப்போது, 'பாலில் கலப்படம்” என்ற அதிர்ச்சியான தகவல் வந்திருக்கிறது. பா.ஜ.க. அரசுகளின் நிர்வாகத் திறமையின்மையும், லஞ்சம், ஊழல் மலிந்து கிடப்பதுமே காரணம். ஒரு பக்கம், நாடு நாடாக சுற்றிக் கொண்டிருக்கும் பிரதமர் நரேந்திர மோடி, எது நடந்தாலும், 'விஸ்வகுரு' என்று, தனக்குத்தானே விளம்பரம் செய்து கொண்டிருக்கிறார். மறுபக்கம், மோடியால் நியமிக்கப்பட்ட மத்திய அமைச்சர்களும், பாஜக ஆளும் மாநிலங்களின் முதலமைச்சர்களும் நிர்வாகத்தில் 'பூஜ்ய குரு”வாக இருக்கின்றனர். அதனால்தான் பச்சிளம் குழந்தைகளின் உணவான தாய்ப்பாலுக்கு மாற்றாக கொடுக்கப்படும் பாலில் கூட நஞ்சை கலக்கும் கொடூரம் நடக்கிறது. நஞ்சு கலந்த பாலால், இதயம், சிறுநீரகம், கல்லீரல், நுரையீரல் போன்ற உள் உறுப்புகள் பாதிக்கப்பட்டிருக்க வாய்ப்புள்ளது. எனவே, மகாராஷ்டிராவில் நச்சுப்பால் விற்பனை செய்யப்பட்ட பகுதிகளில், சுதந்திரமான மருத்துவக் குழுவை அமைத்து ஆய்வு செய்ய வேண்டும். இதற்குக் காரணமானவர்களுக்கு கடும் தண்டனை வழங்க வேண்டும். மகாராஷ்டிரா பாஜக அரசின் மற்றொரு ஊழலும் இப்போது வெளிச்சத்திற்கு வந்துள்ளது. குடும்பத் தலைவிகளுக்கு மாதம் ரூ. 1,500 வழங்கும் திட்டத்தில் நடந்த முறைகேடுகளை, கணக்கு தணிக்கை குழு சி.ஏ.ஜி. அறிக்கை அம்பலப்படுத்தியுள்ளது. தகுதியான 92 லட்சம் குடும்பத் தலைவிகள் நீக்கப்பட்டுள்ளனர். இத்திட்டத்திற்கு, 2024-25ம் நிதியாண்டில் 29,693.09 கோடி ரூபாய் ஒதுக்கப்பட்டது. ஆனால், 33,237.24 கோடி ரூபாய் செலவிட்டுள்ளது. இதனால் 3,541.16 கோடி ரூபாய் கூடுதல் செலவு ஏற்பட்டுள்ளது. 2025 ஜனவரி முதல் மார்ச் வரை 15,586 கோடி ரூபாய், 'விர்ச்சுவல் தனிநபர் வைப்பு கணக்கிற்கு” (Virtual Personal Deposit Account -VPDA) மாற்றப்பட்டுள்ளது. இது மிகப்பெரிய ஊழல். நாங்கள் ஆட்சிக்கு வந்தால் குடும்பத் தலைவருக்கு மாதம் 2100 ரூபாய் வழங்குவோம் என்று வாக்குறுதி அளித்த பாஜக, 92 லட்சம் பயனாளிகளை நீக்கியுள்ளது. இப்படி குடும்பத் தலைவிகளுக்கு வழங்கும் நிதியிலும் ஊழல் செய்துவிட்டு 'உத்தமர்” வேடம் போடும் பாஜகவின் உண்மை முகம் இப்போது அம்பலமாக இருக்கிறது. இந்த மெகா ஊழல் குறித்து சுதந்திரமான, வெளிப்படையான விசாரணை நடத்தப்பட வேண்டும் எதிர்க்கட்சி எம்.பி, எம்.எல்.ஏ.க்களின் வீடுகளில் சோதனை நடத்தி அவர்களை பாஜகவில் சேர்க்க உதவும், அமலாக்கத்துறை, சி.பி.ஐ, வருமான வரித்துறை போன்ற அமைப்புகள், பால் கலப்படம், பெண்கள் நிதியில் ஊழல் போன்றவற்றை கண்டுபிடிக்காமல் எங்கே சென்றன ? மக்களின் உயிரோடு விளையாடுவதை பாஜக அரசுகள் நிறுத்திக் கொள்ள வேண்டும். திறமையான நிர்வாகத்தை கொடுக்க முடியாவிட்டால், பதவியை விட்டு விலகி விட வேண்டும். தலைவர் திரு ப. மாணிக்கம் தாகூர், எம்.பி
