@adamadonaldson @Tarac_Baker appreciate you not wanting to call out the Mayor on this, but it seems unlikely that this "refinement" isn't thousands of hours more staff time than would've been expected using the confirmed MYB.

How many hours went into re-working the budget? Baker says they're not re-working, they're doing the next sequence of work. Last year it was about baseline and this year was a refinement, but she doesn't think she can estimate.
