It is misleading to go on this route of price per kilometre. It does not tell all the story. Take for instance. A project awarded on 9/04/2024 , Upgrading of Appiadu - Donyina Bridge Point over River Oda. 3.20km at Gh’s 86.859,724.00. Ghs27,143,663.75 per kilometre.

Also disregard any misinformation about a so called contract that has been awarded at ghs120mllion more than the actual price. Let may say categorically the Contract amount of Dodo Pepesu to Nkwanta remain Ghs 683,902,957.69 . The relentless efforts to scandalise will not change our commitment to improve the road network in our beloved country.

Fellow Countrymen and Women , what we do at the Ministry of Road and Highways is largely engineering. Don’t be mislead by anyone with a hidden motive. No contractor in Ghana has only one staff. I am told someone mentioned the name of a firm called Sanam (4 workers per SSNIT clearance) and Build Managers (1 worker). These are contractors with many active staff working on site currently. Disregard the disinformation.

Yesterday, we held our first investor town hall engagement since 2021, bringing together bankers, bond market specialists and investors to reaffirm Ghana’s economic recovery path. I assured stakeholders that the fundamentals are strengthening. Inflation is down to 3.3 percent, growth is rebounding, and fiscal consolidation is firmly back on track, with a primary surplus achieved. We have maintained a strong post DDEP track record, meeting all debt obligations, securing IMF programme milestones, and restoring investor confidence. Our 2026 targets are clear and achievable. We are proactively managing our debt, building sinking fund buffers, smoothing maturities, and deepening transparency in the domestic bond market. The message is simple: discipline is delivering results, and Ghana’s economy is firmly on the right path.

PRESS STATEMENT || FOR IMMEDIATE RELEASE SOLIDARITY WITH HIS EXCELLENCY JOHN DRAMANI MAHAMA AND COMMENDATION OF THE ASSEMBLIES OF GOD CHURCH, GHANA We, the Archbishops and Bishops of the Ghana Catholic Bishops’ Conference (GCBC), express our fraternal solidarity with His Excellency John Dramani Mahama following the recent withdrawal of an honorary doctorate by Lincoln University in the United States. The Conference notes with concern the circumstances surrounding this decision, particularly considering the longstanding historical relationship between Ghana and the institution, exemplified by the legacy of our First President, Osagyefo Dr Kwame Nkrumah. While we respect the autonomy of institutions, we emphasize the need for transparency, fairness, and due regard for the dignity of individuals and nations. We further acknowledge and commend His Excellency John Dramani Mahama for his continued leadership on the international stage, particularly his instrumental role in securing broad support for the recent resolution at the United Nations addressing the enduring legacy of slavery and the transatlantic slave trade. This effort reflects a deep commitment to justice, historical redress, and global solidarity for African peoples and the diaspora. As national discourse continues regarding the Human Sexual Rights and Family Values Bill, the Ghana Catholic Bishops’ Conference encourages Parliament of Ghana to do its utmost to ensure the timely transmission of the Bill to the President for assent. SETTING THE RECORDS STRAIGHT Value for Money Office The PPA ensures compliance with procurement processes; it was never designed to undertake rigorous technical, engineering and financial audits of billion-cedi infrastructure projects. B. Ghana needs both: compliance and value. That is why the Value for Money Office is not a duplication. It is protection. It is the firewall between the taxpayer and inflated contracts. C. Had we implemented this years ago, Ghana would have been spared many stalled projects, overpricing scandals and budget overruns. Why Ghana Needs a Value for Money (VfM) Office – 6 Key Points D. Procurement Compliance Is Not Value for Money The PPA focuses only on procurement procedures, not cost efficiency, lifecycle costing, technical soundness or post-contract verification—leaving a major gap in ensuring real value for public spending. E. Closes Legal and Institutional Gaps in the PFM Framework Current PFM Regulations require VfM assessments only for single-source procurement. A dedicated VfM Office extends this assurance to all public projects, procurement methods, and funding sources, including PPPs, SOEs, IGF projects and donor-funded works. F. Prevents Inflated Pricing and Cost Overruns Ghana lacks a central mechanism to benchmark prices, detect inflated BoQs and stop unjustified contract variations. With the exit of Crown Agents, this oversight gap has widened—leading to persistent cost inflation. G. Provides Technical Assurance Across the Entire Project Cycle VfM assurance requires engineers, QSs, cost analysts and project auditors to assess projects before, during and after implementation—expertise and functions not available within the PPA or the Ministry of Finance. H. Creates an Independent Oversight Mechanism A dedicated VfM Office separates procurement-process oversight (PPA) from technical and cost assurance, eliminating conflicts of interest and ensuring neutral, professional scrutiny of public projects. I. Aligns Ghana with Global Best Practice and Strengthens Fiscal Discipline Countries like the UK, Singapore and the USA maintain independent VfM/project assurance bodies. Establishing Ghana’s VfM Office will enhance fiscal discipline, reduce wastage, and increase public confidence in government spending. Why Amending The PPA Act Won’t Achieve True Value For Money J. The PPA regulates procurement procedures, not whether projects deliver fair pricing, quality outputs, or long-term value. K. Its mandate is limited to checking if the process was followed—not evaluating costs, technical soundness, or project performance. L. Simply adding “VfM” to the PPA Act will not give it the tools, expertise, or structure required for real Value for Money assurance.

I’m having a rather difficult time explaining to my little nephew how “God’s own country”, so eloquent on the horrors of the Holocaust, now finds itself uneasy with the idea that slavery deserves recognition as humanity’s gravest crime. Perhaps the real lesson here isn’t history, but hierarchy. Of suffering. Of memory. Of which tragedies qualify for universal outrage and which must negotiate their place at the table. Maybe I should borrow from the possibly creative interpretation of the Holy See’s alleged position by the Bishops’ this sunday. After all, when moral clarity becomes inconvenient, there’s always room for theological nuance.
