The Mint: With India easing restrictions under Press Note 3, Chinese investors are showing early signs of revived interest in the country. Tech giant Tencent has signalled a renewed appetite for India’s digital economy. The Union cabinet on Tuesday relaxed restrictions under the Press Note 3 (PN3), which mandated pre-approval for investments from countries that share a land border with India. According to an official statement, such investments will now be allowed through the automatic route up to 10% in a local firm, on the condition that the foreign investor must not exercise management control or hold a board seat. Besides, existing rules on sectoral caps, entry routes and other conditions will continue to apply. Since Press Note 3 came into effect, Chinese venture investments in India have fallen sharply. According to data from Venture Intelligence, deal activity dropped to 10 deals worth $780 million in 2022 from 17 transactions worth $5.2 billion in 2021. The slowdown continued in subsequent years, with three deals worth $276 million in 2023, four deals worth $282 million in 2024, and three deals worth $170 million in 2025. So far in 2026, only one deal has been recorded.

Yesterday, X notched a victory in its lawsuit challenging California law AB 2655.  That law would have forced X and other platforms to remove or label certain speech about elections that the state deems false or misleading.  The law had the potential to censor important election-related speech, including satire and parody that have been commonplace in elections throughout this country’s history.  The federal district court judge in Sacramento said he will permanently block enforcement of AB 2655, because it violates and is preempted by Section 230 of the Communications Decency Act.   X will always fight for free speech and people’s right to express themselves.

We are deeply concerned by the findings in the House Judiciary Committee's interim report, led by Chairman @Jim_Jordan, exposing the EU's misuse of the Digital Services Act (DSA) as a tool for censorship. The report reveals how the DSA pressures tech companies to alter their global content moderation policies, effectively exporting EU standards to the US and beyond – threatening free speech worldwide. The classification of relatively benign political statements – such as “We need to take back our country” – as “illegal hate speech,” raises serious questions about the extent of its application. The DSA’s heavy hand targets humor, satire, and personal opinions on issues concerning immigration and the environment. The apparent one-sided enforcement of the DSA involves third parties like "trusted flaggers" and “fact checkers” with conflicts of interest and likely political  biases, which can stifle discourse, democratic debate, and the exchange of diverse ideas across the globe. At X, we are committed to safeguarding freedom of expression, and resisting regulatory overreach that imposes censorship on platforms and our users. French authorities have launched a politically-motivated criminal investigation into X over the alleged manipulation of its algorithm and alleged “fraudulent data extraction.” X categorically denies these allegations. This investigation, instigated by French politician Eric Bothorel, egregiously undermines X’s fundamental right to due process and threatens our users’ rights to privacy and free speech. Mr Bothorel has accused X of manipulating its algorithm for “foreign interference” purposes, an allegation which is completely false. French authorities have requested access to X’s recommendation algorithm and real-time data about all user posts on the platform in order for several “experts” to analyze the data and purportedly “uncover the truth” about the operation of the X platform. One of those “experts” is David Chavalarias, who spearheads the “Escape X” campaign. Formerly known as “HelloQuitteX”, the campaign is dedicated to encouraging X users to leave the platform. A second “expert,” Maziyar Panahi, has previously participated in research projects with David Chavalarias that demonstrate open hostility towards X. The involvement of these individuals raises serious concerns about the impartiality, fairness, and political motivations of the investigation, to put it charitably. A predetermined outcome is not a fair one. What’s more, French authorities have classified X as an “organized gang” for the purpose of the investigation. This characterization, which is usually reserved for drug cartels or mafia groups, enables the French police to deploy extensive investigative powers under French law, including wiretapping the personal devices of X employees. X remains in the dark as to the specific allegations made against the platform. However, based on what we know so far, X believes that this investigation is distorting French law in order to serve a political agenda and, ultimately, restrict free speech. For these reasons, X has not acceded to the French authorities’ demands, as we have a legal right to do. This is not a decision that X takes lightly. However, in this case, the facts speak for themselves. X is committed to defending its fundamental rights, protecting user data and resisting political censorship. ********** Les autorités françaises ont ouvert une enquête pénale, motivée par des considérations politiques, concernant la prétendue manipulation de l’algorithme de X et une prétendue extraction frauduleuse de données. X nie catégoriquement ces allégations. Cette enquête, initiée par le député français Eric Bothorel, porte gravement atteinte au droit fondamental de X à une procédure équitable et menace le droit à la vie privée de nos utilisateurs et la liberté d’expression. M. Bothorel a accusé X de manipuler son algorithme dans un but d’ “ingérence étrangère”, une allégation totalement fausse. X reste dans l’ignorance des allégations précises qui sont portées contre la plateforme. Toutefois, sur la base de ce que nous savons aujourd’hui, X estime que cette enquête repose sur une application détournée du droit français, afin de servir un agenda politique, et, finalement, de restreindre la liberté d’expression. Pour ces raisons, X n’a pas fait droit aux demandes des autorités françaises, comme c’est notre droit. Cette décision, X ne l’a pas prise à la légère. Toutefois, au cas présent, les faits parlent d’eux-mêmes. X est déterminé à défendre ses droits fondamentaux, à protéger les données de ses utilisateurs et à résister à la censure politique.
