If I had to scale a brand where only the bottom-of-funnel ads are crushing (5X ROAS but $200/day spend), here's exactly what I'd do:
I'd immediately launch 5-7 top-of-funnel ads targeting the largest possible TAM.
Why?
Because you can't retarget people who never entered the funnel in the first place.
Your bottom-of-funnel ads (New Year's sale, limited-time offers, "last chance" messaging) are converting like crazy because they're hitting warm traffic: people who've already seen your brand, clicked your ads, maybe even visited your site.
But Facebook can only spend so much on those ads before frequency skyrockets and you burn out that small retargeting pool.
That's why your 5X ROAS ad is stuck at $200/day while your 2X ROAS top-of-funnel ad is getting $7K/day.
The top-of-funnel ad is bringing NEW people into the ecosystem.
The bottom-of-funnel ad is converting people who are already there.
You need both.
So here's the fix:
Step 1: Launch 5-7 new top-of-funnel ads that appeal to the LARGEST possible market.
Not "neurosurgeons who need this specific device" (3,800 people in the US).
But "doctors who want to reduce patient recovery time" (1.1M people in the US).
Broader avatar = bigger TAM = more spend Facebook can push.
Step 2: Target the biggest desires in your market.
Don't go after "make $1M/month" (tiny audience, high sophistication).
Go after "make an extra $100/day" (massive audience, low barrier to entry).
The bigger the desire pool, the more spend Facebook will allocate.
Step 3: Let the funnel do its job.
Top-of-funnel ads bring people in (low ROAS, high spend).
Middle-of-funnel ads build trust (testimonials, unboxing, authority content).
Bottom-of-funnel ads close the deal (high ROAS, low spend).
All three work together to make the purchase happen.
Step 4: Put everything in ONE CBO campaign.
Advantage+ audience. Advantage+ placements. No custom audiences and retargeting segments.
The pixel knows who's top, middle, and bottom of funnel better than you do.
Let it allocate spend accordingly.
Step 5: Leave everything on.
Even if an ad has "bad" ROAS, it's feeding the funnel.
Only kill ads if they tank CAMPAIGN-LEVEL performance within 24 hours.
Otherwise, let them run. They're doing a job you can't see in the individual ad metrics.
The result?
Your bottom-of-funnel ads will STILL crush at 5X ROAS.
But now they'll have 10X more people flowing into the funnel to convert.
And your top-of-funnel ads will scale spend from $1K/day to $10K/day because you're targeting millions of people, not thousands.
That's how you break through the ceiling.
Stop trying to make your best ROAS ads spend more.
Start feeding them more people to convert.

Can someone explain to me the difference between using 1 CBO and each batch of ads in a new adset vs adding 10-30 ads in 1 adset/continuously testing ads in the same adset?
and then im assuming when you find winning ads you'd take them out and move them into a winners adset
