Ministry of Public Service - Uganda

The Minister of Public Service Gen. Katumba Wamala & Minister of State for Public Service Hon. Lydia Wanyoto Mutende, witnessed the swearing-in of the interim leadership of the Public Service Pension Fund held at the Ministry boardroom.

The Ministry reaffirmed its commitment to engaging Public Service Labour Unions to improve service delivery and employee welfare. During a meeting with union leaders, Gen. Katumba Wamala emphasised dialogue and collaboration. The Negotiating Council is available for discussions.

The Department of PSI concluded the fifth, two day regional workshop in Mbale to validate the local government SDS for child protection. Representing the Permanent Secretary, the Ag. Commissioner PSI Mr. Fred Ojok Ongom reiterated the need for MDAs & LGs to enforce the SDS.

The Ministry of Public Service convened a stakeholder meeting to review the proposed health staff structures for the Uganda Prisons Service as part of ongoing efforts to strengthen human resource management and improve health service delivery within the public service.

The PS-MOPS, Mrs Catherine Bitarakwate Musingwiire, chaired the weekly senior management meeting where performance-related issues and cash limits, among others, were discussed.

The Minister of Public Service Gen. Edward Katumba Wamala inspected the progress of the renovations of the Posta-Uganda building on Kampala road that will host the Service  Uganda Centre. He was joined by other technical members from Posta Uganda, Ministry of Works, KCAA, etc.

The Ministry of Public Service invited key stakeholders to participate in a high-level meeting to discuss the Draft Programme Scorecard for the Public Sector Transformation Programme. The Scorecard has been developed to promote improved public service delivery.

During the ongoing induction of Ministers, the Ministers were taken on a guided tour of the Ministry premises and offices. During the tour, they interacted with staff at all levels within the Ministry.

The PS, Ministry of Public Service, Mrs.Catherine Bitarakwate Musingwiire, officiated at the opening of a three day specialized training on the Human Capital Management System (HCM), organised by the Ministry of Public Service to Internal Auditors from MDAs.

The Minister of Public Service held a consultative meeting with leaders of the Uganda Nurses and Midwives Union ,during which the Union shared their concerns affecting them across the country and called for stronger Gov't intervention to improve their work conditions.

The Ministry of Public Service conducted an orientation and induction programme for Honourable Ministers, alongside a high-level engagement with top leaders from the Busoga Sub-region ; who had an opportunity to share the major challenges affecting service delivery in their LGs.

The Ministry of Public Service convened a pre-departure meeting for joint inspectors who are scheduled to travel to different Local Governments across the country to commence field inspections.

Induction of Ministers on the operations of the Ministry of Public Service happened in Ministry boardroom. The heads of departments from MSD, PERM and HRPD briefed the ministers on their mandates.

The Ministry of Public Service officially convened a high-level Strategic Top Management and Induction Meeting aimed at accelerating the implementation of the Public Service Pension Reform and onboarding the new leadership of the Public Service Pension Fund (PSPF).

The Undersecretary F & A, Mr. Irumba Rogers Kaija, chaired a Senior Management Meeting during which various issues were discussed. The Department of Public Service Inspection also presented progress on the implementation of the online Service Delivery Standards Tool.

The Ministry leardership held a meeting with the top leadership of the Public Service Commission (PSC) at the ministry’s headquarters to address critical issues regarding public service recruitment and corruption.

The Ministry is taking strategic steps to refine the policies governing Uganda’s public workforce. Under its core mandate to develop and manage Human Resource Policies, the Ministry launched a Regulatory Impact Assessment (RIA) focused on Performance Management in the Service.

The Minister of Public Service, the Minister of State for Public Service, the Permanent Secretary, the Commissioner Compensation, and other technical officers from the Ministry addressed a press briefing at the Uganda Media Centre on the CSI / Establishment Notice.

The Ministry of Public Service conducted a specialized training for accountants on the HCM ststem, aimed at strengthening efficiency, transparency, and accountability in public service operations as part of gov't efforts under NDPIII and Uganda Vision 2040 .

The Ministry has intensified efforts to improve public service delivery through the establishment of Service Uganda Centres,with a focus on strengthening collaboration with Local Governments across the country as a strategic intervention aimed citizen-centred service delivery.
