You are cutting Romans 11 in half. Read the rest of the chapter. Paul explicitly says the branch was broken off temporarily so Gentiles could be grafted in, but God is entirely capable of grafting them back in again (Romans 11:23) More importantly, look at Romans 11:28-29: 'As far as the gospel is concerned, they are enemies for your sake; but as far as election is concerned, they are loved on account of the patriarchs, for God’s gifts and his call are irrevocable.' If God permanently broke them off, He broke His own word. They are blind in part until the full number of Gentiles comes in, and then 'all Israel will be saved' (Romans 11:25-26).
