A new Fraser Institute study shows Ottawa’s 2009 “Fixed Growth Rate” rule has wrecked Canada’s equalization program. Designed to cap runaway costs, the rule now forces total payments to rise every year with national GDP growth — even when provincial fiscal gaps have narrowed sharply since 2015. The result: $10.5 billion in unnecessary “over-equalization” payments since 2018/19. The program can no longer shrink when disparities shrink. Reforms only reshuffle the money; they can’t cut the overall envelope. Quebec alone still pockets roughly $14 billion annually while total spending keeps climbing. For Alberta, this is especially damaging. As Canada’s biggest net contributor, Alberta receives zero equalization dollars but pays a growing share of the federal taxes that fund the program. The rule locks in higher costs for Alberta taxpayers even as our relative fiscal strength improves and the need for transfers declines. It rewards dependency in recipient provinces and punishes growth in “have” provinces like ours. Bottom line: a technical fix meant to save money is now forcing Albertans to subsidize an oversized, unresponsive program. This is just another example of a program that will never be cancelled because it benefits the east. Alberta independence is the only way to fix this.
