Let the directive reversing PAT implementation be reversed and status quo ante maintained in April Salary. With that, FG would’ve given the NARD NOC the impetus to reconvene NEC. It is the only sure way to avert Tuesday 7th, April2026.

@Medzonetv @ezelvis70 HOs have the right to be NARD members. They may not be allowed to go on strike ( which isn't exactly a privilege but a necessity if the situation demands it). They have the responsibility to pay their dues. Emotional arguments won't cut it.

The MDCN rule is exactly the technicality used to keep House Officers in a state of professional casualization and why House Officers are so vulnerable. We call them “interns” to deny them union rights, yet we treat them like full-time staff when it’s time to pay dues. If some ARD chapters still collect check-off dues from House Officers, then the “not a member” argument falls apart. You cannot accept their financial contribution and their front-line labor, then point to a rulebook when it’s time to protect their welfare.

It is high time we stopped dismissing the cries of House Officers as "entitlement." This is about survival and the basic professional respect due to the people actually keeping our wards running. When a House Officer in a federal center doesn’t see their February salary until late March, or when those in military hospitals are owed 4–6 months of arrears while earning less than 200k, the frustration isn’t "na wa for HOs." It is a cry for help from doctors who are often one delayed paycheck away from a complete breakdown. The workload is backbreaking. House Officers are the ones resuming before 7 AM and closing after 7 PM, even when they aren't officially on call. They give the medications, run the labs, collect the samples, and stand through endless surgeries. By the time salary increments are finally "implemented," many have already finished their house job without ever seeing a kobo of the raise they worked for. Also, the idea that House Officers don't contribute to the union isn't true. In many centers, House Officers pay ARD dues just like everyone else. Discarding their plight because of a "charity" mindset is a disservice to those who are financially supporting the union while struggling to feed themselves. The physical toll is the most painful part. Whenever you hear of a doctor being assaulted, it is almost always a House Officer. We saw it in OOU with the gang-up on one doctor, and in UNIPORT where a House Officer was beaten alongside her father. Even as the admin of this forum, I personally had my scrubs torn during an assault while I was a House Officer. When the people doing the most work are also the most vulnerable and the least paid, their claims of neglect are backed by literal scars. If House Officers say ARD isn't doing enough, the response shouldn't be a defensive post on the timeline. Leadership needs to call an open meeting - not just with "forum leaders" who might be out of touch, but with the House Officers in the trenches who aren't even in the official group chats. You cannot lead people you don't listen to. The interests of House Officers shouldn't just be in God's hands; they should be at the very top of the NARD demand list.

We all know the Government is the root cause of this irresponsibility, but the Union is the only collective voice we have to hold them accountable. When a House Officer in a military hospital hasn't seen a salary in 4–6 months, they can’t exactly walk into the Budget Office alone. They look to NARD because that is who sits at the table with the Federal Government. We aren't asking NARD to pay the salaries; we are asking NARD to make it impossible for the Government to keep ignoring them. Advocacy isn't just about who is at fault; it's about who has the power to fix it.

UPDATE TO MEMBERS Good evening distinguished NARDITES. Earlier today, the President of the Nigerian Association of Resident Doctors (NARD), Dr. Mohammad Usman Suleiman, alongside the Secretary-General, Dr Shuaibu Ibrahim paid a strategic visit to the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, to engage on critical welfare and financial issues affecting our members nationwide. The discussions were frank, productive, and focused on matters of immediate importance to resident doctors. Key highlights include: 1. Promotion and Salary Arrears: The Honourable Minister acknowledged the concerns raised by NARD regarding outstanding promotion and salary arrears. He appealed to the Association to allow a few more weeks for the Ministry to finalize and communicate a clear payment schedule for the affected members. 2. 2026 MRTF: The NARD leadership also engaged the Minister on the timely disbursement of the 2026 MRTF. Assurances were given, and that efforts are underway to ensure early release of the fund, while minimizing the bureaucratic bottlenecks that have previously delayed payments. 3. Payment of 18-Month PAT Arrears: The issue of the 18-month PAT arrears was equally discussed extensively. The NARD leadership reiterated the need for these arrears to be fully captured in the 2026 national budget, with a clear commitment towards prompt disbursement to all members. The leadership of NARD, under the Strategic Militant – P-MUS, remains steadfast and proactive in engaging relevant government authorities to ensure that all financial entitlements and welfare packages due to our members are secured and paid without unnecessary delays. We appreciate your continued patience, solidarity, and unwavering support as we continue to advance the collective interest of resident doctors across the country. This marks another positive step in the ongoing efforts to ensure the full reinstatement of our affected colleagues. We sincerely appreciate the patience, resilience, and understanding demonstrated by our colleagues throughout this process. We also acknowledge and commend all key stakeholders and individuals whose commitment and interventions have significantly contributed to this progress. While we await the resumption letters for the remaining two (2) colleagues, we remain optimistic and confident that their letters will also be ready in the shortest possible time. *WELCOME TO THE NARD JANUARY NEC MEETING* _MATTERS ARRISING_ Distinguished NARDites, Compliments from the Leadership of the Nigerian Association of Resident Doctors As we converge today on the Tin City of Jos, Plateau State, I welcome all of us with great optimism and a sense of duty. I also wish Distinguished NEC Members and invited Guest, Dignitaries and Resource Persons safe travels and all its mercies, Ameen. Today, 25th January 2026, marks exactly four months of this leadership of NARD in office and this January NEC is the first official business agenda of NARD. One must reflect on the journey thus far and be nothing but proud of NARDites for their support, steadfastness and selfless sacrifices. How far we have been able to come is a testament to our collective resolve to succeed. We however must get down to the business of delivering for NARDites and the Nigerian Healthcare System. 1. The Lokoja 5 (+2) have been reinstated. The NEC shall review the report from NOC for ratification. 2. ⁠The NEC shall review the report from NOC on the level of implementation of the corrected PAT and SA and give direction. 3. ⁠The NEC shall review and direct matters on the two ministerial committees set up to address: a- Locum and Workhour regulation (The NIPSS training in the last 5 days has come up with position papers) b- Membership Certificate Recategorization 4. The NEC shall review progress on Promotion arrears payment. 5. ⁠The NEC shall review progress on the Salary arrears of FMC Owo, OAUTHc, UUTH Uyo, FUHSTH Otukpo. 6. ⁠The NEC shall review the state of payment of salary arrears owed House Officers across the country. 7. ⁠The NEC shall review and direct on issues affecting our colleagues at the STHI/PTHI - BSUTH 8. ⁠The NEC shall review and direct on matters affecting outstanding MRTF/Accoutrement/25/35% payment. 9. ⁠The NEC shall review the state of implementation of the entry level/skipping clarification from the OHCSF. The NOC shall also present a series of activities lined up for this Executive and administrative year, all of which are awaiting ratification from NEC for implementation. These include: 1. NARD Welfare Policy/Endowment (we must begin to take care of our own directly from NARD sources) 2. NARD Buisness/Printing Press/Centre 3. NARD Water Bottling Company 4. ⁠NARD Cooperative Society 5. ⁠Moving the NARD Journal to PUBMED 6. ⁠Constitution Review 7. ⁠etc The above items are the reasons this leadership was voted at the AGM in Abeokuta (2024) and inaugurated at the AGM in Katsina (2025) and we must deliver on our mandate. The January NEC is the first stomping ground for delivering these to NARDites. I wish to ask for continued support, prayers and guidance in addition to constructive criticism geared at ensuring we all win. UPDATE ON E-NEC MEETING HELD ON 02/01/26 Good evening distinguished NARDITES. The NOC appreciates your patience, resilience, and continued support in our collective struggle for doctors’ welfare. Following the E-NEC meeting, the following resolutions were reached: - NEC resolved to resume TICS 2.0 tagged “No Implementation, No Going Back” with effect from 12th January 2025 by 12:00am. - NEC has also mandated every centre President from the 91 centres to do a congress meeting and at the end do a press conference. 📢 We want 91 press conferences to saturate the spaces over the next 7 days👈🏻 We will then resume TICS 2.0 on Monday 12 Jan, 2026 at 12am - NEC has also directed centre based protests from 12 -16th January, 2026 👉🏻 After the centre based protests, regional protests at caucus leaders level shall be carried out. 👉🏻 NEC has also directed a national protests to be organized by the NARD NOC 👉🏻 NEC agreed that TICS 2.0 suspension will only be considered after full implementation of the following minimum demands: 1. Re-instatement of the FTH Lokoja five. 2. Payment of promotion and salary arrears. 3. Full implementation of professional allowance table with arrears captured in the 2026 budget. 4. Official clarification on skipping and entry-level issues by FMOH & SW to Chief Executives. 5. Re-introduction and implementation of the Specialist Allowance. 6. Resolution of House Officers’ salary delays and arrears, with issuance of a pay advisory. 7. Re-categorization of membership certificates and issuance of certificates post Part I by NPMCN. 8. Commencement of locum and work-hours regulation committees. 9. Resumption and timely conclusion of the CBA process The one-week window provided is strategic to allow proper congress meetings, media engagement, and statutory notifications of the planned protest to security personnel ( DSS, Commissioner of Police, Civil Defence) as well as hospital management. The NOC appreciates the guidance of NEC and assures all members of full commitment to these resolutions. Engagements will be intensified in the coming days.
