The Direction of the Takaichi Administration as Seen in the Composition of the “Expert Panel” on the Revision of the Three National Security Documents. The government has announced the 15 members of the “Expert Panel” tasked with revising the three national security documents, including the National Security Strategy. According to reports, this panel is expected to deliberate on measures to strengthen defense-related areas such as economic security and cybersecurity, as well as on possible revisions to the “Three Non-Nuclear Principles,” in order to realize the policies pledged by Prime Minister Takaichi.The members are as follows:Reiko Akiike (Co-Representative, Boston Consulting Group Japan) Noriko Endo (Professor, Faculty of Science and Engineering, Waseda University) Mitsuo Oya (President and CEO, Toray Industries, Inc.) Tetsuro Kuroe (Advisor, Mitsui Sumitomo Insurance; former Administrative Vice Minister of Defense) Kenichiro Sasae (President, Japan Institute of International Affairs; former Ambassador to the United States) Kenji Shimizu (President and CEO, Fuji Television Network, Inc.) Hitoshi Suzuki (Professor, Graduate School of Public Policy, The University of Tokyo) Kazuhito Hashimoto (President, Japan Science and Technology Agency) Atsuko Higashino (Professor, University of Tsukuba) Yuichi Hosoya (Professor, Faculty of Law, Keio University) Yutaka Matsuo (Professor, Graduate School of Engineering, The University of Tokyo) Kanetsugu Mike (Senior Advisor, MUFG Bank, Ltd.) Takayuki Morita (President and CEO, NEC Corporation) Juichi Yamaguchi (President, Yomiuri Shimbun Holdings) Koji Yamazaki (Senior Fellow, Sasakawa Peace Foundation; former Chief of the Joint Staff) It is often pointed out that expert panels of this kind typically do little more than endorse documents prepared by government bureaucrats. Even so, the significance of the government convening such meetings frequently lies in lending authority to bureaucratic papers, and it is customary to assemble individuals regarded as experts in the relevant field.From this perspective, this “Expert Panel” for the revision of the three national security documents gives a somewhat unusual impression. There are no members who can be considered traditional security experts in the conventional sense of military strategy specialists. One could say that Mr. Kuroe, the former Administrative Vice Minister of Defense, and Mr. Yamazaki, the former Chief of the Joint Staff, qualify as security experts; however, their significance as former heads of the civilian and uniformed branches of the Ministry of Defense and the Self-Defense Forces is simply too great. From the Ministry of Foreign Affairs, Mr. Sasae—introduced as a former Ambassador to the United States—has also joined, likewise as a former Administrative Vice Minister.The composition gives a strong impression of emphasizing social impact: former top bureaucrats from the Ministry of Defense, the Self-Defense Forces, and the Ministry of Foreign Affairs have been brought together with leading figures from influential corporations in media, finance, and manufacturing, as well as academics with strong public communication capabilities.The official title, “Expert Panel on Considering Security from the Perspective of Comprehensive National Power,” suggests an intention to include not only traditional security issues such as the Three Non-Nuclear Principles, but also newer agendas such as economic security and cybersecurity. In recent years, the Ministry of Defense has strongly advocated the need to enhance countermeasures against what it terms “cognitive warfare” by China. Former Defense Minister Koizumi and Foreign Minister Motegi have explicitly named China, stating that “China conducts information warfare domestically and internationally even in peacetime,” and have argued for the necessity of countermeasures. During last year’s House of Councillors election, a large number of social media accounts were suspended prior to the election on the grounds that they were disseminating information favorable to Russia, and this became a topic of discussion when Takuya Hirai, then head of the Liberal Democratic Party’s Public Relations Headquarters, remarked that “we are actively going in to take them down.” The selection of “experts” with strong communication capabilities suggests a policy intention to incorporate such issues into the direction of revising the three national security documents. Ms. Reiko Akiike, Co-Representative of Boston Consulting Group Japan, has served as an expert member of the Council on National Strategic Special Zones together with Heizo Takenaka and others, and participated in deliberations concerning matters such as the veterinary faculty of Okayama University of Science established in a special zone in Imabari City, Ehime Prefecture, by Kake Educational Institution. In 2018, she became Vice Chair of Keizai Doyukai, and also served as a participant in a panel established by the Ministry of Finance to prevent recurrence following scandals such as the alteration of official documents related to Moritomo Gakuen and sexual harassment incidents. In 2022, she also served as a member of an expert panel on COVID-19 response and as an executive secretary of the voluntary organization Reiwa Rincho. Beyond the impression given by her current title, she has extensive experience working broadly with government institutions. In particular, she appears to have repeatedly served on government expert panels with functions related to public opinion management. Ms. Endo currently holds the title of professor at Waseda University, but she spent many years at Diamond, Inc., building a long career as an editor. After publishing her 2013 book A Study of the Nuclear Damage Compensation System: Reflections from the Fukushima Daiichi Nuclear Accident, she took up an academic position while also concurrently serving as an outside director for numerous major corporations. In addition, she has served as a member of the Fiscal System Council of the Ministry of Finance and as a member of the management committee of the Nuclear Damage Compensation and Decommissioning Facilitation Corporation. Mr. Mitsuo Oya, President and CEO of Toray Industries, joined the company in 1980 and has worked there continuously since then. Toray is a supplier of advanced materials that form the foundation of defense equipment, including carbon fiber (CFRP), high-performance resins, and textile materials (including those used for protective purposes), and supplies materials to the defense industries of the United States and Europe. Mr. Oya can be regarded as representing key manufacturers. Mr. Tetsuro Kuroe (former Administrative Vice Minister of Defense) served as Administrative Vice Minister at the time of the 2017 “South Sudan PKO daily report issue” and was forced to resign to take responsibility. However, immediately afterward, he was appointed as an advisor to the National Security Secretariat. After leaving government service, he became an advisor to Mitsui Sumitomo Insurance. Prior to becoming Administrative Vice Minister, he served as Director-General of the Bureau of Operational Policy, Director-General of the Minister’s Secretariat, and Director-General of the Bureau of Defense Policy—thus heading all three divisions of policy, operations, and organizational management—and also held a post at the Prime Minister’s Office, indicating that he is the type whose comprehensive coordination abilities are highly valued. Mr. Kenichiro Sasae is a former Ministry of Foreign Affairs official who followed the classic elite career path, moving from Administrative Vice Minister to Ambassador to the United States, representing the mainstream “pro-U.S.” school. After retirement, he has concurrently held positions such as director at Hotel Okura, Seiren Co., Mitsubishi Motors Corporation, and Fujitsu. Mr. Kenji Shimizu has worked in the media industry, having been employed at Fuji Television since joining in 1983. In 2025, following the resignation of Koichi Minato over the Masahiro Nakai–Fuji Television issue, he became President of Fuji Television Network and also assumed the position of President of its parent company, Fuji Media Holdings. He can be regarded as representing the television industry. Mr. Hitoshi Suzuki is known as a highly visible University of Tokyo professor who frequently appears in the media and is active on social media. While he authored a book titled Space Development and International Politics, in recent years he has been actively making statements on “economic security,” publishing last year What is Geoeconomics? Strategic Thinking in an Era When the Economy Becomes a Weapon, and also serves as Director of the Institute of Geoeconomics (IOG) at the International House of Japan. In addition, he concurrently serves on multiple government advisory panels. Mr. Kazuhito Hashimoto, while a professor at the University of Tokyo’s Research Center for Advanced Science and Technology and Graduate School of Engineering, participates in the panel under the title of President of the Japan Science and Technology Agency. His research on photocatalytic reactions and photoinduced hydrophilicity of titanium dioxide, as well as industrial applications such as photocatalytic nano-coating materials, has been commercialized in various fields. He has served as director or leader of numerous R&D projects at MEXT, JST, and NEDO, and participated as the sole scientist from the private sector in the Industrial Competitiveness Council established under the Second Abe Cabinet. He has also held various government positions, including member of the Council for Science and Technology Policy and Science and Technology Advisor to the Cabinet Office.Professor Atsuko Higashino (University of Tsukuba) specializes in European and EU international politics. She holds the position of Vice Chair of the Ukraine Research Association and is known as a highly visible academic who strongly advocates support for Ukraine, frequently appearing in the media following Russia’s full-scale invasion in 2022 and actively disseminating views on social media.Professor Yuichi Hosoya, like Professor Higashino, studied under Professor Toshiro Tanaka at the Keio University Graduate School and specializes in British diplomatic history. In addition to authoring numerous works, he is highly active in media appearances and is widely recognized as a prominent academic. He is also known to have studied under Shinichi Kitaoka at Rikkyo University. He has served on numerous government and LDP panels, including the Advisory Panel on Security and Defense Capabilities, the Advisory Panel on Reconstruction of the Legal Basis for Security, as an advisor to the National Security Secretariat, as an advisor to the LDP Headquarters for Learning from History and Considering the Future, as a member of METI’s Industrial Structure Council Subcommittee on Trade, and as a member of an expert panel concerning supplementary resolutions to the Special Law on the Imperial Household related to the Emperor’s abdiction. Mr. Yutaka Matsuo (Professor, Graduate School of Engineering, The University of Tokyo) is well known for promoting student entrepreneurship in fields such as AI, with more than ten startups originating from his laboratory and nearly thirty when related startups are included. In 2021, there was also widely reported controversy when Digital Reform Minister Takuya Hirai, who is from the same prefecture (Kagawa), was said to have instructed that a facial recognition system contract for the Digital Agency be awarded not to NEC but to ACES, a venture associated with Professor Matsuo. He has served on a wide range of government committees, including the Cabinet Office AI Strategy Council (Chair), and numerous advisory bodies related to digital policy and innovation. Mr. Kanetsugu Mike (Senior Advisor, MUFG Bank) joined Mitsubishi Bank in 1979 and has spent most of his career within Mitsubishi UFJ Financial Group. He served as President and CEO of MUFG Bank and as President and CEO of Mitsubishi UFJ Financial Group, as well as Chairman of the Japanese Bankers Association. He can be regarded as representing the financial industry. Mr. Takayuki Morita (President and CEO, NEC Corporation) joined NEC after graduating from the Faculty of Law at the University of Tokyo in 1983 and has worked there ever since. NEC is a foundational company for the Ministry of Defense in the field of C4ISR (command, control, communications, computers, intelligence, surveillance, and reconnaissance), and he can be seen as representing the information and communications systems integrator sector. Mr. Juichi Yamaguchi (President, Yomiuri Shimbun Holdings) joined The Yomiuri Shimbun in 1979 and has spent his career there as a journalist. He currently holds multiple positions, including President and Representative Director of Yomiuri Shimbun Holdings, Acting Editor-in-Chief, Chairman of Yomiuri Shimbun Tokyo Headquarters, Owner of the Yomiuri Giants baseball team, Chairman of Nippon Television Holdings, and director of several affiliated companies. He can be regarded as representing both print and television media. Mr. Koji Yamazaki (Senior Fellow, Sasakawa Peace Foundation) graduated from the National Defense Academy and built his career in the Ground Self-Defense Force, serving as Commanding General of the Northern Army and Chief of Staff of the Ground Self-Defense Force before becoming Chief of the Joint Staff, a position he held for four years from 2019 to 2023.
