Why won't USA Corporations hire qualified afro-american citizens?

Why are people giving tourists to USA work permits? Who is responsible for telling the tourists to go back to their countries after 30 days of visiting the USA? Why aren't USA companies telling tourists that the tourists can not work at a USA corporation.
