Midwest Knower here. Like it or not, residents of either, Minnesota and Wisconsin cannot be in two different subregions. Also Missouri is its own freaky thing, not Midwestern enough for the Midwest and not Southern enough for the South.

@SidKhurana3607 About the Hispanic population of Milwaukee: My adult years in Milwaukee began in 1999 and, as usually happens, food was the bridge between me and my people and the Hispanic population. Southside!! Also there is a much older & smaller Puerto Rican enclave in Riverwest (northside)

Answer is Milwaukee, Wisconsin.
Milwaukee was largely white (German, Polish, etc.) but the black population grew following the Great Migration.
The city is also 20% Hispanic, much higher than I expected.

Renee Good's death was a predictable tragedy. ICE routinely escalates to violence at the first excuse. It's an agency filled with substandard officers and given political cover from on high.
