@ndjmsncixmd It's definitely possible in theory. I have only seen observed scores rise, but it's still possible in theory for latent ability to rise.

You might've heard that there's a negative Flynn effect in France, that scores on IQ tests were trending down between 1989 and 1999.
But the Flynn effect (increase in scores) is usually due to psychometric bias, and the same is true for its negative counterpart:
