Durex sales are plummeting across China, and it is entirely by design. After spending decades forcing hundreds of millions of women to abort babies under the one-child policy, Beijing is now taxing condoms, running university love classes, and deploying a desperate pro-natal strategy to halt a historic demographic collapse. On January 1, 2026, China ended a 33-year VAT exemption on contraceptives, slapping a 13% tax on condoms, birth control pills, and devices. While the price hike is only a few yuan, the political signal is massive. Beijing is actively taxing the tools of birth control while subsidizing the infrastructure of childbearing: exempting childcare and marriage services from VAT, offering cash payouts for second and third children, and extending parental leave. The panic has deeply infiltrated higher education. Following National Health Commission guidance calling on universities to offer "marriage and love education courses," junior college students are being taught "healthy" family values and new concepts of childbearing. Meanwhile, senior students attend group discussions on managing romantic relationships and "systematic and scientific" approaches to emotions. Beijing's Vocational University of Civil Affairs has even launched a four-year undergraduate degree in marriage services and management, covering everything from matchmaking and wedding planning to pre-divorce counseling. Chinese youth have responded to these love classes with open mockery, pointing to the systemic economic barriers the government refuses to fix. Young citizens are choosing to stay single due to astronomical housing costs, a toxic 996 work culture, youth unemployment soaring above 16%, and the grim reality that raising a single child in a major Chinese city costs more than most people can earn in a decade. Forty years of fines, coerced abortions, and forced sterilizations have crushed China's fertility rate to approximately 1.0, far below the 2.1 replacement level. The nation's population has shrunk for four consecutive years, with deaths outpacing births by 3.4 million in 2025 alone.
