You don't earn the right to say "no" by becoming more disciplined. You earn it by building momentum. When you're stuck, distractions are tempting. When you're on fire, distractions become annoying. That's why @charlieykim says an elite "no" isn't about scarcity or willpower. It's the byproduct of earning abundance—through routine, momentum, and having something worth saying "yes" to 100 times over.
