A referral back is procedurally appropriate, but it’s hard not to hear: “We didn’t get to it.” The # of overtures was known in advance. Working through them is the very reason the committee exists. Declining to extend debate by even an hour was so disappointing. #pcaga

In my experience, every single time a commissioner tries to package a bunch of overtures together like this it inevitable brings everything to a grinding halt. That remains true 😂
