Liverpool get Guehi and Arsenal get Semenyo and trajectory of all three clubs is different, but Pep is the GOAT for basically having unlimited money and haven't once asked to perform under difficult circumstances for City in almost 10yrs. City basically got two players two of their rivals wanted. Arteta should do way better obviously, but lets not pretend that having the opportunity to sign guys like Guehi and Semenyo in the middle of a title race is a luxury everyone can afford. Arsenal needed to get rid of someone to sign Semenyo, but City have 300 wingers and still went ahead to sign him.

They're going to call him the greatest manager ever, when he literally cheats to win titles. It's rigging the game. He went on to sign the second best forward in the league in January and one of the top CB in the league when no one else can afford it, but now he's getting praised

Exactly why Liverpool couldn't get Semenyo and Guehi, Everyone spends money, but there are consequences. No club in England can afford to wirte off signings like Nico Gonzalez and Reijnders and just go the market and solve all their problems every single time, everyone has to live with their bad signings and try to make it work for at least a season, City don't. City have a 30m back up GK. Arsenal couldn't get Garcia for 25m, bcos there was no enough money to spend for other areas
