So turns out it was riot games. Uninstall League of Legends and Valorant. But it did not make the stuttering go away completely yet, it is a lot better though. Still waiting on a full fix.

Tried everything. Update drivers. Closing Discord. Turning off bakkesmod. Play in Borderless. turn off nvidia game overlay. Play in epic. Clearing friend requests. Put rocket league as high priority... etc AND IM STILL STUTTERING

@niseronRL @saphiix_ Rules say that you have to play the game out to get a new server. But every player without a coach like tadpole would just have normal sportsmanship and restart the server. 20 seconds had passed and it was 0-0. And my ping was 150 when its usually 16.
