Decision was made that GM would be priority - instead of jumping on Harbaugh and having him pick a GM - and Dolphins stuck to it. This is a team that needs a rebuild and they now have a very skilled talent evaluator who can (with Ross) choose between a younger coach or a pursuit of JH.

I know many of you conspiracy theorists want to believe there was some double secret deal with Dolphins & Harbaugh before Mike was fired, but that's simply not true. If Miami calls (and everyone expects they will because he's the obvious candidate), I'm sure they'll be given serious consideration. But it was assured to me repeatedly today that Ross decided he wanted to make a coaching change whether Harbaugh comes here or not.
