The Commander isn't a feminist. He's just a good person, she treats with respect and dignity every living being he meets he thinks it's worth of that treatment, even Heretics. Nikkes receive discrimination not because they are women, but because they aren't humans, and because they failed to protect humanity during the surface reclamation war. The Commander is just giving these deshumanised soldiers the chance to be treated like normal persons again. The only reason we have female Nikkes is because men were totally incompatible with the process of becoming a Nikke, otherwise all Nikkes or most of them would be men, and they would receive the same treatment. Women were turned into Nikkes not because of tyranny, but necessity.
