However, moral persuasion may not be the best decision in the case of a health emergency as many elderly Jamaicans may simply ignore it.

@noxidell I don't it would be effective. We're facing a very serious situation( COVID 19) and time will have to be spent convincing these older folks to stay home. While some might listen, others won't. So to make things a bit easier suspending their rights is the best option.

COVD-19 is a medical/health emergency. Also studies have shown that our immune system weakens as we get older. Therefore, older people are vulnerable at this time.
