Just to put statistics to show how great of a steward President Mogae was for Botswana's resources, This is how much money he left when he finished his term from 1998 to 2008: 1. Botswana Foreign Exchange Reserves = P 65 Billion 2. Government Investment Account = P22 Billion

The very purpose of Toll Gates is to raise revenue for the maintenance of roads. Especially large cross border haulage vehicles that travel Botswana roads free of charge. An apt example is South Africa, that is precisely how they've managed to maintain a 1st World road network.
