Yesterday, I had the honour of witnessing the Regular Officer Cadet Course 3/41/24 Commissioning Parade at the Zimbabwe Military Academy in Gweru, presided over by His Excellency, the President and Commander-in-Chief of the Zimbabwe Defence Forces, Emmerson Dambudzo Mnangagwa. The commissioning of 105 officer cadets , 89 from the Zimbabwe National Army and 16 from the Air Force of Zimbabwe , marks a significant milestone in strengthening the leadership capacity and operational readiness of our Defence Forces. These young officers embody discipline, patriotism, and commitment to safeguarding our nation’s sovereignty and territorial integrity. Their commissioning is a testament to the continued professionalisation and modernisation of our Defence Forces.

I am participating in the 62nd edition of the Munich Security Conference, convened from 13 to 15 February. This year’s gathering, themed “Under Destruction,” once again positions Munich at the centre of global strategic reflection, serving as the foremost arena for deliberation on matters of international security and geopolitical stability. The conference assembles an exceptional cross-section of global leadership - presidents and prime ministers, cabinet ministers, senior military officials, heads of multilateral institutions, business leaders, scholars, and representatives of civil society. Together, they engage in substantive exchanges on the defining security questions shaping the contemporary international order. Founded on the conviction that sustained dialogue is indispensable to peace, the Munich Security Conference offers a rare and trusted setting for frank, off-the-record engagement. It creates space for rigorous debate, the testing of policy assumptions, the identification of preventive diplomacy pathways, and the strengthening of cooperative responses to crises. In doing so, it continues to advance practical multilateralism and long-term collaboration among states and institutions navigating an increasingly complex global landscape.

I am in attendance at the National Heroes Acre for the burial of the late National Hero, Brigadier General (Retd) Mathias Tizirai Ngarava, who passed away on 25 December 2025 at Chinhoyi General Hospital after succumbing to heart complications. He was 66 years old. I extend my deepest condolences to the Ngarava family, the Zimbabwe Defence Forces, and the nation at large as we lay to rest a gallant son of the soil whose legacy of service, patriotism, and sacrifice will forever be remembered.

I attended a senior-level meeting at State House yesterday, convened by His Excellency President Dr Emmerson Dambudzo Mnangagwa, with a visiting delegation from the Republic of Belarus led by the Minister of Defence, Lieutenant General Victor Khrenin, together with top military officials. The talks centred on enhancing cooperation in defence and related technical areas, alongside broadening joint initiatives in agriculture and industrial development. The engagement reaffirmed the strong and growing ties between Zimbabwe and Belarus, anchored in a shared resolve to build mutually advantageous partnerships that advance national security and development objectives.

Under the Zanupf Party Constitution (2022), it is obligatory on the Party to hold National Conferences annually and Congresses every five years. At these gatherings, Resolutions capturing the deliberations and decisions taken are passed. Resolutions passed at Party Conferences and Congresses invariably, and as a matter of course, originate from the grassroots structures of the Party, with the District Coordination Committees (DCCs) coordinating. The grassroots structures of Zanupf involved in the formulation of Resolutions include cells, branches, districts and Provinces, in that hierarchical order. The Department of Legal Affairs collates the Resolutions as submitted by the Provincial Councils. These are then distributed to relevant Thematic Committees of the Annual Conference or Congress, as the case may be, for debate and approval. At the 22nd Annual People’s Conference held in Mutare (13th-18th October 2025), the following were the Thematic Committees: a) State of the Party; b) State of the Economy; c) Provincial Economies; d) Environment and Tourism; e) Drug and Substance Abuse Awareness; f) Women’s Affairs, Youth Affairs, Empowerment and Sports; g) War Veterans, Ex-Political Prisoners, Detainees and Restrictees Affairs; h) Religion and Culture. On Day 4, the 22nd National People’s Conference broke up into Thematic Committees as outlined above to discuss the Resolutions as collated by the National Secretary for Legal Affairs. The deliberations of the Thematic Committees are thereafter transmitted to an Adhoc Committee of Conference chaired by the Party’s National Secretary for Legal Affairs, who then proceeds to read and present them to the Plenary Session of the Conference for adoption. To take special note is the fact that, in the main, for implementation purposes Resolutions fall into two categories: i) those concerning the Party, and these fall to be implemented by the Party; ii) and those largely of a socio-economic and political nature to be implemented by Government. For this past 22nd National People’s Conference, the then National Secretary for Legal Affairs introduced a new format which was approved by the Politburo. The new format for the presentation and drafting of Congress and Conference Resolutions requires Party Structures: to track implementation of Congress Resolutions and to report, in written form, the implementation status of such Resolutions at each Annual Conference; to report, in written form, at Congress the implementation status of preceding Congress Resolutions; to report at each Annual Conference the implementation status of the Resolutions passed at the preceding Conference; Conference or Congress should not pass as new Resolutions which are outstanding and still to be implemented; All organs of the Party are required to develop a strong culture of tracking implementation of Resolutions passed at Congress or Annual Conferences. This way, the Party will be able to differentiate between performing and non-performing Party Departments or Ministries and thus be in a position to hold to account non-performing Government Departments or Ministries. For the above-stated reasons, Zanupf has every reason to boast that it is a people-centred Party. Resolutions emanate and originate from the grassroots, i.e. bottom-up, making the leadership prisoners of the people in terms of the direction or decisions taken, once the people have pronounced themselves on a matter of importance. Resolution Number 1 passed at the 21st National People’s Conference held in Bulawayo is one such Resolution touching on a matter of grave importance. Resolution Number 1 of the 22nd National People’s Conference held in Mutare is requiring the Secretary for Legal Affairs, who is also the Minister of Justice, Legal & Parliamentary Affairs, through Cabinet and Parliament to implement the Resolution by the time of the next Conference to be held in October 2026 in Matabeleland South Province. To avoid second guessing as to the Resolutions passed by the 22nd National People’s Conference held in Mutare, Manicaland Province (13-18 October 2025), an authentic copy is hereto attached by way of dissemination.
