A months-long rat infestation in DuPage County, Illinois has neighbors saying the rodents weren't the only problem. Residents in Bensenville say rats spread from one neglected property into their homes and yards. After some spoke publicly about the issue, they claim the county responded by issuing them code citations. DuPage County strongly denies any retaliation, saying the citations were for existing garbage can ordinance violations and that the original property remains the primary source of the infestation. Officials also say the homeowner has serious health issues that have complicated enforcement, while cleanup crews and pest control continue working to bring the outbreak under control. If a problem on one property spreads through an entire neighborhood, where should accountability begin?
