🎥There’s a clear definition for every professional title we use and “Doctor” should be no exception.
📌 A Doctor is a graduate who has successfully completed a Bachelor of Medicine and Bachelor of Surgery (MBChB) or an equivalent program (including veterinary medicine) and has been awarded the degree by a recognized university not by the Ministry of Health.
➡️ A Medical Officer, on the other hand, is a doctor who has completed the mandatory internship training.
✴️The current confusion around these titles stems from systemic failures.
The Ministry of Health is responsible for internship placement, yet many of the challenges arise from gaps in the accreditation of medical schools a process managed by the Ministry of Education.
This disconnect has created unnecessary bottlenecks.
🔥 Dr. Jane Ruth Aceng rightly pointed out that some individuals are still referred to as “doctors” even after failing their internship.
🚫 However, failing internship does not necessarily mean the person lacks medical knowledge. Interns can fail for reasons unrelated to clinical competence e.g poor discipline, weak interpersonal skills, lack of punctuality, or failure to attend duties. These are professional conduct issues, not gaps in medical training.
⛔️That said, the Ministry of Health must take responsibility for its own shortcomings.
➡️The discontinuation of the centralized internship orientation workshop which used to prepare interns before deployment is a serious lapse in institutional support.
📌Furthermore, if the concern is merely the title “Doctor,” then we must ask: how different are fresh intern doctors from many senior officials at the Ministry of Health who have not practiced clinical medicine for years? Their clinical skills have naturally depreciated over time.
🎥 If my own mother fell seriously ill, I would not seek treatment from most of these long-term Ministry officials and I believe many Ugandans feel the same. Yet we continue to address them as “doctors.”
📌The Ministry of Health needs to improve stakeholder engagement and bring greater clarity, fairness, and professionalism to how medical titles and career progression are managed.
➡️At the heart of this debate is not just titles it is government efficiency failure. We must do better.
