Internal Debate Within JNIM •Expansion creates internal tensions within the group. Two main views exist: Lower-level fighters •Support expansion. •Benefit from new resources and influence. Leadership •Prefers consolidation of existing territories. •Fears: ◦Overstretching resources ◦Losing control over local fighters ◦Internal fragmentation or splits. Why Expansion Is Still Limited •JNIM tries to balance: ◦Centralized strategic leadership ◦Operational autonomy of local units •Leadership concerns about cohesion may explain why expansion toward coastal states has been slower than expected. Security Risks for West Africa •JNIM’s expansion is a major security threat for West African states. •The countries most exposed are: ◦Benin ◦Togo •There is a risk of jihadist violence spreading further along the Gulf of Guinea. Policy Recommendations Countries under threat should: 1. Improve Understanding of Local Dynamics •Study local grievances and vulnerabilities that jihadists exploit. •Invest in better intelligence gathering. 2. Avoid Heavy Military Responses Initially •Use police and community engagement rather than large military deployments. •Prevent stigmatization of communities such as nomadic herders, who are often wrongly accused of supporting militants. 3. Restore Regional Cooperation •Rebuild trust and cooperation between Sahel and coastal countries. •Regional coordination has weakened due to military coups and political tensions in the Sahel. 4. Consider Negotiated Understandings •Governments could explore local agreements with insurgents to reduce violence.

Six organizers were convicted for smuggling 117 pregnant women from Turkey to Long Island, where they faked residency and defrauded Medicaid of over $1M in birth-related care.
