If you were to plug v = c into the formula for time dilation, you'd get division by zero. It's undefined. It's a bit like asking "what's north of the north pole". The question just isn't meaningful.

And light, well it doesn't have a rest frame so it makes no sense to say what it experiences, but distance does get shorter the closer one is to c.

To actually change it, you'd have to change dimensionless constants, basically rewriting reality itself. Chemistry and life cease existing.
