I condemn in the strongest possible terms the senseless and most heinous acts perpetrated by foreign terrorists upon the Mindanao State University (MSU) and Marawi communities early this Sunday morning. Extremists who wield violence against the innocent will always be regarded as enemies to our society. I extend my most heartfelt condolences to the victims, their loved ones, and the communities that have been the target of this latest assault on peace. We are in close coordination with the regional government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the concerned Local Government Units. I thank them for their swift and immediate response to the incident and for their ready support to the victims. I have instructed the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to ensure the protection and safety of civilians and the security of affected and vulnerable communities. Additional security personnel are also being deployed. As reports come in throughout the day, I enjoin all of us to remain calm, circumspect, and conscientious in our collective efforts to ensure that the horrific events of this morning are not further compounded by inaccurate, unvetted, and unofficial information. Rest assured we will bring the perpetrators of this ruthless act to justice. Let us all keep the victims, their families, and our communities in our prayers.

In light of important developments in the hostage situation involving 17 Filipino seafarers in the Red Sea, I have made the decision not to attend COP28 in Dubai tomorrow. Today, I will be convening a meeting to facilitate the dispatch of a high-level delegation to Tehran, Iran, with the aim of providing necessary assistance to our seafarers. I have entrusted DENR Secretary Ma. Antonia Yulo-Loyzaga to lead the COP28 delegation and articulate the country's statement on my behalf.

Just days after expressing concern for Noralyn Babadilla's whereabouts, I am very happy to announce that Noralyn is safely back in Israel, becoming the second Filipino released from Gaza. I have entrusted our officials at the Philippine Embassy in Tel Aviv to attend to her needs in coordination with Israeli authorities. With this positive development, I am pleased to inform the nation that all Filipinos affected by the war have been accounted for. We extend our sincerest gratitude to Israeli authorities for facilitating Noralyn's release, and for all ongoing assistance to Filipinos in Israel. Our gratitude also goes to Egypt and the State of Qatar for their crucial role in this process over the past several weeks.

We have always advocated and striven for a peaceful, prosperous, and unified country. Today, I firmly believe that we have taken a bold, meaningful, and optimistic step toward the fulfillment of this aspiration for all Filipinos. As reflected in the Joint Statement between our government and the National Democratic Front of the Philippines in recognizing the "serious socioeconomic, environmental, and foreign security threats" facing our nation today, both parties have agreed to a principled and peaceful resolution of the armed conflict so that we may finally face these challenges as a unified nation. I call upon the wholehearted support of all Filipinos as your government extends, in good faith, our nation’s goodwill to those ready to welcome and embrace our collective vision of peace, national reconciliation, and unity.
