How Is a Benghazi Terrorist Ringleader Traveling Freely in Libya?
One of the central ringleaders behind the attacks on us in Benghazi in 2012, Ismail al-Sallabi, is now moving freely around Libya as if he were an innocent traveler rather than a most wanted terrorist responsible for the deaths of Americans including a sitting U.S. Ambassador.
Al-Sallabi, a longtime al-Qaeda operative who fought in Afghanistan against Soviet forces in the 1980s and later rose through the ranks of the Libyan Islamic Fighting Group, personally selected a number of the terrorists and commanders at the attacks in 2012.
As background, after the 2011 Libyan revolution, he and fellow al-Qaeda commander Mohammad al-Gharabi became among the most senior terrorists leaders operating in Benghazi, overseeing fighters connected to the February 17 Martyrs Brigade and Rafallah al-Sahati Brigade—networks that produced more than forty terrorists who participated in the September 11, 2012 attack on the U.S. Consulate. A ten-man mortar team from Rafallah al-Sahati Brigade also was responsible for the coordinated mortar strike carried out in the early hours of September 12 against the nearby CIA Annex that killed my brothers, Tyrone Woods and Glen Doherty.
Despite this record, al-Sallabi arrived at Misrata International Airport on February 3, 2026, and by the start of March was seen several times in Tripoli, Libya. Not in handcuffs, just freely walking around like he owned the town.
This is a man who had already been arrested in 1997 for harboring terrorists, imprisoned in Abu Salim, later fled to Europe where he was detained in connection with the investigation into al-Qaeda’s July 7, 2005 London bombings, and ultimately returned to Libya where terrorists networks flourished after the Libyan revolution. In May 2017, terrorists directed by him also carried out the Brak al-Shati massacre, killing more than 140 people.
Yet today, the authorities in Tripoli allow one of the architects of the Benghazi attacks to land at Libyan airports and move around the capital without consequence.
When a known al-Qaeda ringleader who helped hand-pick the terrorists responsible for Benghazi can travel this freely, it raises a fundamental question: is the government in Tripoli UNWILLING or UNABLE to confront the terrorist networks it “claims” to oppose? Your so-called counterterrorism assurances to the U.S. government are nothing more than a cover for the terrorists you harbor.

My new article for @AlMonitor explores the possible impact of #Trump's second term on the crisis in #Libya. I argue the following:
1- Trump is unlikely to actively and strongly back United Nations efforts in #Libya. This will result in increasing unilateral/bilateral efforts by actors involved in #Libya. Trump's return will likely to embolden foreign actors involved in #Libya, as well as, some Libyan actors (in particular the LNA).
2- Trump's second term, will reestablish diplomatic engagement with Russia on #Libya after Biden stopped all forms of diplomatic engagement with Russians since Feb 2022 due to Russia's invasion of #Ukraine.
3- The two key files that will shape #Trump's engagement with #Libya over the next two years are: First, the #Energy file (seeking to bring down global oil prices & push for greater influence for American companies in #Libya's energy sector to support Trump's effort to ensure US dominance over the global energy market). Second, the expansion of the Abraham Accords to include #Libya.
