In 1975, when Congress passed the Individuals with Disabilities Education Act, it promised to fund 40% of the costs associated with the new mandate. Almost 50 years later, Congress has never fulfilled that promise, significantly hampering State, district, and school resources to meet the needs of children with disabilities. Congress must protect and increase investment in IDEA as they finish for FY2025 approps.
