Uganda is advancing infrastructure to boost economic competitiveness and regional integration. The €2.7 billion Standard Gauge Railway (SGR) project under the Northern Corridor Infrastructure Programme will begin with the Malaba–Kampala segment, strengthening regional connectivity. Financing will follow a three-tier model: 60% Export Credit Agencies, 25% Development Finance Institutions, and 15% through a €405 million inaugural Sovereign Sukuk. #OpenGovUg

PEER LEARNING MISSION: The PSST Dr. @rggoobi together with the Acting Director Budget, Hannington Ashaba and the technical team from the Projects Analysis & Public Investment Department today met a delegation of Senior Gov't officials from the Botswana Ministry of Finance who are visiting the country on a peer learning mission on Public Investment Management (PIM). The delegation is comprised of the Deputy Director Development Budget, Mr. Edwin Tebangwa, Chief Economist,Moemodi Max Sebudubudu and Principal Economist, Ms. Dimpho Baleseng. The Botswana officials are particularly here to learn about Uganda’s framework for identification, assessment and selection of new projects and the fiscal management of projects within the expenditure ceilings. They are also keen to know how to rationalize a bloated project portfolio in the face of budget constraints, the systems for appraisal and implementation of projects as well as management of project database. PSST Ggoobi welcomed the team to Uganda & briefed them on the requirements for executing a successful project management process. Dr. Ggoobi said the top leadership must support the process, and projects must undergo rigorous evaluation to succeed. He also emphasized the need to train officers on PIM processes, adding that the Ministry technical team must acquire knowledge on how project appraisals are done & also train other government ministries and departments.      The PSST also highlighted other measures such as co- investing with the private sector and putting in place frameworks like the Integrated Bank of Projects and the Development Committee.

PERFORMANCE OF ECONOMY REPORT FOR JANUARY 2026 According to the report,Economic activity during the month of January 2026 continued to improve characterized by improvements in business conditions, increased consumer demand and employment. The high frequency indicators of economic activity and business sentiments, that is the Purchasing Managers’ Index (PMI) and the Business Tendency Index (BTI) remained above the 50-mark threshold, indicating improvements in economic activity and outlook respectively. Annual headline inflation slightly increased to 3.2 percent in January 2026 from 3.1 percent in December 2025, mainly on account of an increase in both core and Energy, Fuel and Utilities (EFU) inflation. In January 2026, the Ugandan Shilling appreciated by 0.4 percent against the US Dollar, trading at an average mid-rate of Shs. 3,562.14/USD from Shs. 3,575.23/USD in December 2025. This performance was largely driven by the global weakening of the US Dollar, coupled with increased foreign inflows from exports and portfolio investors. The Central Bank Rate (CBR) remained unchanged at 9.75 percent in January 2026, marking the sixteenth consecutive month at this level. This rate was considered appropriate to support economic activity, while ensuring that inflation stabilizes at the policy target rate of 5 percent over the medium to long-term. On a year-on-year basis, merchandise trade deficit narrowed by 24.0 percent to USD 206.42 million in December 2025 from USD 271.65 million in December 2024. This decline was due to a robust growth in export receipts, primarily driven by higher earnings from mineral products and coffee exports.  Merchandise export receipts rose substantially by 83.5 percent from USD 760.31 million in December 2024 to USD 1,395.07 million in December 2025 due to increased earnings from coffee, mineral products and cocoa beans, among others.
