A Alemanha anunciou uma nova estratégia militar de longo prazo com o objetivo de transformar suas Forças Armadas, a Bundeswehr, na mais forte força convencional da Europa até 2039. O plano foi apresentado pelo governo alemão e pelo ministro da Defesa, Boris Pistorius, como parte de uma reestruturação considerada a mais ampla desde o fim da Guerra Fria.
A estratégia prevê uma expansão significativa do efetivo militar, com a meta de atingir cerca de 460 mil integrantes prontos para combate, somando militares da ativa e reservistas. Atualmente, o país conta com aproximadamente 185 mil soldados ativos, o que demonstra a dimensão do crescimento planejado.
O projeto será implementado em três fases. A primeira etapa, até 2029, foca no reforço imediato da capacidade de defesa e no preenchimento de lacunas estratégicas. A segunda, até 2035, busca ampliar capacidades militares em áreas como forças terrestres, aéreas e cibernéticas. Já a terceira fase, com horizonte até 2039, prioriza superioridade tecnológica, incluindo o uso de inteligência artificial e sistemas avançados de defesa.
Entre as prioridades do plano estão o fortalecimento da defesa aérea, o desenvolvimento de sistemas contra mísseis hipersônicos e a criação de capacidades de ataque de longo alcance, áreas nas quais a Alemanha reconhece que ainda está em estágio inicial.
A iniciativa ocorre em um contexto de crescente tensão geopolítica na Europa, especialmente após a guerra na Ucrânia e o aumento das preocupações com a segurança no continente. O governo alemão também sinaliza maior protagonismo dentro da OTAN, assumindo responsabilidades ampliadas na defesa coletiva europeia.
Analistas avaliam que o movimento representa uma mudança significativa na postura histórica da Alemanha, que, após a Segunda Guerra Mundial, manteve uma política mais restritiva em relação ao uso de poder militar. O novo plano indica uma reorientação estratégica diante de um cenário internacional mais instável e competitivo.
Ao mesmo tempo, especialistas destacam desafios importantes para a execução do projeto, como recrutamento de pessoal, capacidade industrial para produção de armamentos e custos elevados de modernização.
O plano alemão deve ter impacto direto no equilíbrio militar europeu e no posicionamento geopolítico do continente nos próximos anos, sendo acompanhado de perto por aliados e adversários.
