The point is that when the story uses "grow up" it doesn't ALWAYS mean age like you said, meaning when Cyrene says "im just a girl who will never get to grow up" its talking about her naive dream and childish stories rather than her being "stuck as a child"

Ria is 20. I am 19. Emma wanted me to drink with them. I told her I cannot, as I am 19 and live in the U.S. where you must be 21 to drink. Emma was surprised at this (me being 19) and said I'm like a baby to her (joke obviously) and that she isn't used to younger people
