Treasury should not unintentionally reinforce the dominance of existing entities. Its purpose is to allocate ADA efficiently while supporting long-term decentralization. This practically means supporting DReps in building a coordination layer, gaining a broader context, and making strategic decisions. And also enabling them to become executors. Founding entities remain in the role of executors and thus naturally consolidate their position as leaders. DReps formally control funding decisions, but their role is mostly limited to approving proposals, including Treasury spending. In theory, they should be able to adjust scope, modify proposals, or terminate funding. In practice, there is no clear process or coordination layer that would allow them to exercise this power effectively. As a result, coordination is implicitly handled by entities like Intersect, which fills an operational gap but also concentrates influence. At the same time, founding entities, together with Intersect, continue to act as both strategy proposers and executors. They bring track record, relationships, and informational advantage, which naturally position them to shape outcomes. Leadership comes from the ability to mobilize people and deliver outcomes. Leadership in Cardano remains informal and fragmented, emerging somewhere between these entities rather than being clearly defined. DReps, by contrast, remain largely in the role of legitimizers. Without coordination, they are not able to define strategy, act as executors, or establish leadership. Is this a desirable setup forever? I don't think so. If decentralization is the goal, this imbalance needs to change. In my view, DReps must evolve beyond passive governance and begin to build their own execution capacity. A practical path forward would be the creation of specialized DAOs, where DReps can collaborate with domain experts, define processes, and take responsibility for funding allocation and delivery. This would introduce competition among executors, reduce costs, and create a healthier dynamic around leadership. The example of Catalyst illustrates the current limitation. Although ADA holders could vote, the design and execution of the system remain in the hands of founding entities (formerly IO, now CF), reinforcing dependence rather than reducing it. There is already a governance layer to build on. ADA holders trust DReps to evaluate large proposals and make important governance decisions. That trust could extend to execution, but only if DReps organize themselves, deepen their collaboration, and build their own context over time. This process started last year when CB DAO was funded. This year, DReps can expand the scope and strengthen their position. Founding entities will continue to play a critical role. But a more balanced system can emerge if DReps become not only a source of legitimacy, but also a source of leadership and execution. I am convinced that this direction of evolution is natural and desirable in the name of decentralization.
