The countries that will be most resilient to COVID-19 will be those with the most universal, equitable, responsive, and well-financed health systems. Never have three simple words—health for all—meant so much.

So within minutes of PM speech, long queues outside grocery stores making nonsense of ‘social distancing’. The panic is natural. This is a moment for a new citizen-state compact:disciplined citizenry,better governed state. People will trust govt only if it delivers basic needs.

COVID19 consumes our lives in every way. India needs to urgently announce an economic package for its poor, migrant workers, daily wagers. We await a much bigger social economic pandemic without social protection for the poor.
