@NancyMace Because State DOTs are captured by the road building lobbyists. State DOT engineers are essentially on a pre-retainer basis. They protect their future earnings as consultants. They will retire and the next day be working on the same job site for the contractor.

@FeverPotomac Yep, been that way for years and it’s increased in popularity the past ~7 years or so. Until ~2 years ago VA didn’t require proof of insurance to register, and also allowed out of state persons to register a vehicle. Police-initiated traffic enforcement would discourage + fix.
