Why can’t they sell the steelbook separately. I’m still gonna pre order, but it’s so unfortunate for people who weren’t able to get the collectors edition

I just realized that the cover of the Campaign Evolved Collector's Edition is based on one of the discarded covers of Combat Evolved. Or maybe it's just a coincidence, but they look so alike that I'd be very surprised if it wasn't done on purpose.
