unpopular opinion - hawkers are pretty great tbh. cheap food, lively streets, better safety. the real problem is cars. cars just eat up all the space and always want more. for driving. for parking.... so hear me out - have day and night time hawking zones. 7pm - midnight should be peak hawking time. midnight - 4 am night hawking. increase total quantum of hawking but shift it out of peak commuting hours. but of course, what is to stop people from breaking those rules also? nothing. if we don't have rule of law we cannot have nice things.
