It is not sovereign risk, it is credit risk. Australian taxpayers are guaranteeing 15%-18% of the credit risk for citizens & permanent residents. The loans are subject to bank lending processes as normal & the mortgage over the property remains the prime security. The risk is relatively low. Having said that, IMHO it is a bad policy overall.
