Montalvan II sa VERA Files na inilathala kahapon, Mayo 18, kung saan binalikan niya ang mga ginawa ni Senate President Alan Peter Cayetano noong Oktubre 2020 nang tumanggi itong isuko ang puwestong House Speaker sa ka-term sharing na si Marinduque Rep. Lord Allan Velasco. Ayon kay Montalvan, para ma-delay ang pinagkasunduan nila ni Velasco na term sharing sa House speakership, sinuspinde ni Cayetano ang mga sesyon sa Kamara at inaprubahan ang 2021 national budget kahit nasa second reading pa lamang. Patuloy na sinuspinde ni Cayetano ang mga sesyon hanggang sa kalagitnaan ng Nobyembre dahil ang 15-buwang termino na napag-usapan nila ni Velasco—may basbas ni noon ay President Rodrigo Duterte—ay magtatapos ng Oktubre. Kalaunan, ipinakandado ni Cayetano ang plenary hall, ipina-shut down ang kuryente, at ipina-disable ang WiFi para lang hindi magkaroon ng sesyon, na maaaring magbunsod upang mapalitan siya ni Velasco sa puwesto. Sa huli, naideklara rin si Velasco bilang bagong House Speaker makaraang mag-convene sa isang hiwalay na sesyon ang kanyang mga kaalyado. “If all these sound familiar from the skullduggery we saw at the Senate last week, we must ponder on it no more.
