VNG'S SILENT ROLLBACK VIOLATES THE SAME LEGAL FRAMEWORK IT CITED TO JUSTIFY THE LOCKOUT Yesterday: documented evidence that Roblox VNG is not displaying the health notification required under Vietnamese Decree 147/2024/NĐ-CP. Today: further Vietnamese legal review confirms VNG is currently violating multiple additional provisions of Vietnamese law — through the silent, unannounced rollback pattern of the past 24 hours, and through the license classification framework VNG itself operates Roblox under. Sources: Vietnamese legal analysis provided by domestic Vietnamese Roblox developers and community sources, independently cross-verified. A Vietnamese domestic community group is now organizing in parallel to the international coalition already active on this campaign. VIOLATION 1 — CONSUMER RIGHT TO INFORMATION Law No. 19/2023/QH15 (Law on Consumer Rights Protection), effective July 1, 2024. Article 4, Clause 2: Consumers have the right "to be provided with accurate, timely, and complete information about products, goods, services, transaction content." VNG's silent blocking of games and disabling of chat on July 1 — without any published explanation on official media channels — is a direct violation of this right. VNG's silent reversal of those same restrictions in the past 24 hours — again without notification — is a second violation of the same article. VIOLATION 2 — UNILATERAL SERVICE MODIFICATION WITHOUT NOTICE Same law, Article 10, Clause 3: It is strictly prohibited for organizations engaged in business to "unilaterally change or cancel transactions... without justifiable reason or without prior notice to consumers." Customers who deposited money to purchase Robux cannot have their service modified — restricted or restored — without prior notice. VNG has now unilaterally modified paid consumer services in both directions within 96 hours, twice without prior notice. Both modifications violate this article. VIOLATION 3 — MISUSE OF CENSORSHIP COMPLIANCE FRAMEWORK Decree 147/2024/NĐ-CP, effective December 25, 2024. This decree defines publisher responsibilities toward Vietnamese players. Key requirement: businesses providing online game services are responsible for "establishing technical systems and managing harmful content appropriate to age classifications, while simultaneously ensuring the legitimate rights of players regarding virtual money and assets deposited into the system." The Vietnamese government mandates censorship of harmful content. It does not mandate or permit publishers to enforce that mandate through region locking, disabling basic community features, or removing paid content without a transition plan and clear customer communication. VNG cited "compliance with Vietnamese law" as the justification for the July 1 lockouts. That justification is now inverted: the actual Vietnamese legal framework requires the transparency, notification, and asset protection VNG has failed to provide in either direction. VIOLATION 4 — GAME LICENSE CATEGORY MISCLASSIFICATION Vietnamese online game licensing framework — defined under Decree 147/2024/NĐ-CP, Section 3, Article 37 — classifies games into four categories: G1, G2, G3, and G4. G1 licenses cover online games featuring player-to-player interaction: multiplayer communication, chat, real-time cooperation. G1 licenses require authorization at higher levels of the Vietnamese government, involve more expensive and longer review processes, and impose stricter operational requirements. G2, G3, and G4 licenses cover games without player-to-player interaction. They require only provincial-level government approval — faster, cheaper, less scrutiny. Roblox is, by platform design, a G1 game: massively multiplayer, chat-enabled, built entirely around player-to-player interaction across user-generated experiences. VNG has registered Roblox in Vietnam under G2, G3, and G4 categories. VNG confirms this on its own official Roblox Vietnam website (roblox.vnggames.com), in the publisher notification document titled "Thông báo-Giấy xác nhận thông báo phát hành trò chơi điện tử G2, G3, G4 trên mạng." The chat removal on July 1 appears to have been part of an attempt to align observable behavior with the wrong-category license. However, Vietnamese legal analysis from domestic sources confirms that player-to-player interaction persists on Roblox even without a chat feature — through emotes, private servers, shared game states, in-game trading, avatar-based signaling, and countless other mechanisms inherent to a G1-class platform. Additionally, G2/G3/G4 licenses require submission of the game's script for regulatory review. Roblox is a user-generated content platform. VNG cannot submit "the script" of Roblox because Roblox is not a single scripted game — it is a platform hosting millions of user-created experiences. VNG cannot meet even the lower-category requirements it registered under. VNG appears to be operating Roblox in Vietnam under a license category the platform does not legally qualify for, while also being technically incapable of meeting the documentation requirements of even that misclassified category. This is a distinct concern from the consumer protection violations above. It falls under Vietnamese online service licensing enforcement — a separate regulatory pathway. VNG'S OFFICIAL RESPONSE VNG has now issued a single public communication about the rollback — a Vietnamese-language post on its Roblox VN Facebook page, verified in circulation by domestic Vietnamese sources. The post acknowledges "following negative reviews" and confirms "some games banned in VNG got returned to normal alongside chat that is only for VN players." The post does not address: — The region lock trapping non-Vietnamese users — The refusal wording sent to thousands of affected users worldwide — Any restoration path for foreigners locked into Vietnamese Terms — Consumer rights obligations under Law No. 19/2023/QH15 — Silent modification of services under Decree 147/2024/NĐ-CP — The G1/G2/G3/G4 license category question The rollback is scoped to Vietnamese users. The foreigners locked into Vietnamese jurisdiction remain locked. The licensing question remains unaddressed. FROM A DOMESTIC VIETNAMESE SOURCE Quoted from the Vietnamese legal analysis: "VNG has an obligation to provide services commensurate with the amount of money players have deposited (Robux) and is required to make TRANSPARENT NOTIFICATIONS before making major feature changes. Silently blocking games and disabling chat at night without any official notice is a weakness in operation and a direct violation of customer rights. Don't use 'compliance with the law' as an excuse for unprofessional conduct and disregard for Vietnamese consumers." WHAT COMES NEXT A formal Vietnamese-language consumer rights complaint template has been finalized. It is being integrated into the international coalition's existing complaint guide — which currently covers FTC, California Attorney General, and BBB pathways in Russian, English, and Vietnamese — as a fourth regulatory pathway targeting Vietnamese domestic consumer protection channels. Simultaneously, the international coalition — 150+ documented users across 22+ countries — continues submitting filings through US and EU regulatory frameworks. The Vietnamese jurisdiction VNG cited to justify the lockout is now the jurisdiction from which formal consumer rights complaints will originate against VNG itself. Additional angles — including the licensing category question — are being prepared for Vietnamese regulatory review. Additional operational infrastructure for the campaign, including a coordination hub for verified affected users, is being finalized this week. FOR REGULATORS The Vietnamese legal framework VNG cited to justify locking foreign accounts into its Terms of Service is the same framework VNG is currently violating on four independent counts inside Vietnam alone: 1. Health notification non-compliance (Decree 147/2024/NĐ-CP) 2. Consumer information rights violation (Law No. 19/2023/QH15, Article 4) 3. Unilateral service modification without notice (Law No. 19/2023/QH15, Article 10) 4. Game license category misclassification (Decree 147/2024/NĐ-CP, Section 3, Article 37 — G1/G2/G3/G4 framework) The refusal to release non-Vietnamese users from the Vietnamese jurisdiction stands as a separate consumer protection issue under US and EU frameworks — filings already in submission via FTC, California Attorney General, BBB, and additional national data protection authorities in EU member states.
