Government’s own data exposes a shocking distortion: FCI rice is being sold cheaper to private distilleries for ethanol production than to States feeding people. States paid up to Rs. 34/kg, while distilleries got it at just Rs. 20 - 23.20/kg. States pay more, corporates pay less. Result: Rs. 4,000+ crore cumulative sacrifice of public funds. Interviewed by @TheWeekLive at its public policy conclave “State of Prosperity: How Chief Minister @mkstalin Has Inspired the Growth Story of Tamil Nadu.” In the session “State’s Aspirations,” I spoke about the growing political weaponisation of public finances and how the expanding discretion exercised by the Union through Centrally Sponsored Schemes is straining the balance of Indian federalism. I also noted that institutions like the GST framework need meaningful reforms and more substantive Centre–State deliberation, rather than largely ceremonial consultations. While responding to a question on Tamil Nadu’s technology trajectory, I highlighted the strong momentum in the state’s startup ecosystem, with registered startups rising sharply in recent years alongside investments in AI education and digital infrastructure. But preparing for the future requires deeper thinking — as AI reshapes the nature of knowledge work, we must begin equipping students earlier in the pipeline, rethinking education even from the primary school level to prepare the next generation for the transformations ahead. Glad to inaugurate and address the ICC Education Conclave & Annual Awards 2026 and the ICC Tamil Nadu State Council Annual Meet, organised by the Indian Chamber of Commerce – Tamil Nadu State Council. As economies become increasingly knowledge-driven and technology reshapes work, the strength of academia–industry collaboration will determine how effectively nations build productive human capital. Drawing on models in Germany, France, Japan, and the United States, and institutions like MIT that integrate humanities with advanced technical education, I emphasised that successful systems align education with real economic capability while preserving creativity, critical thinking, and distinctly human strengths. The Tamil Nadu IT & Digital Services Department has advanced this approach through initiatives such as the ICT Academy and BRIDGE conferences, strengthening industry–academia linkages by aligning curriculum, research, and employment pathways with evolving economic needs, which are critical to sustaining the State’s long-term, knowledge-driven growth.

I feel bad for BJP. They keep scoring self goals. Spreading misinformation about oil bonds has been used as a cover by BJP to extort huge amounts of funds from Indian citizens. Let us get to the bottom of this. If we take the data BJP has shared, this is what it says: Average cost of crude oil (per barrel) 2005-2014: $86 (MMS) 2015-2025: $67 (Modi) Average cost of petrol (Rupees per liter) 2005-2014: 54 (MMS) 2015-2025: 82 (Modi) Crude oil was 22% cheaper under BJP, yet petrol was 52% more expensive! What happened? Taxes are a big part of the Modi government's petroleum strategy (other factors impact prices too). BJP will keep misleading the public about oil bonds being a reason for high fuel prices but they hope that you don't find out the full picture. Keep reading! BJP's oil bond figure of 3.23 lakh crore (more on that later) should be seen in the following context. Between 2015 and 2025, the petroleum sector has generated 66 lakh crores in revenues for the exchequer. According to the Petroleum Planning and Analysis Cell (or PPAC), the Central Government collected 40 lakh crores of the total. 34 lakh crores were in taxes and duties. While 6 lakh crores were dividends. The BJP wants you to believe that your high petrol and diesel prices are because of the 3.23 lakh crores of principal and interest payments associated with oil bonds issues by the UPA government (and the Vajpayee government). Total silence about taxes and duties! So, you have to praise the Modi government because they spent 3.32 lakh crores out of the 40 lakh crores they collected from all of us. If you are not outraged by this, then you are only interested in supporting BJP blindly. That is your choice. But, the story doesn't end there. There is another twist. The 3.23 lakh crore "credit card bill" that the BJP claims as UPA's legacy is a half truth: 1. The first oil bonds were issued by the NDA 1 government under Atal Bihari Vajpayee (9000 crore). 2. The UPA Government paid interest of 53,163 crores between 2009 and 2014. This interest was on the bonds issued both by the Vajpayee and Manmohan Singh governments. I bet you didn't hear Dr. Singh constantly complain about the Vajpayee government's oil bond. 3. That means the amount of interest and principal repaid by the Modi government is much less than 3.23 lakh crores. But we paid 34 lakh crores in taxes and duties for the central government alone. Add to that taxes and duties for state governments and the dividends issued mostly for the central government and you begin to fully understand how the fleecing of the Indian consumer and taxpayer is engineered under the cover of UPA oil bonds, which are a tiny fraction of the oil sector's Rs. 66 lakh crore contribution to the government exchequer. Don't let BJP get away with fake narratives. Time to reclaim the truth...and the country.

I am pleased to share that on 13/03/2026, our Hon’ble Chief Minister Thiru @mkstalin launched the Tamil Nadu AVGC-XR Policy 2026. This marks an important step in Tamil Nadu’s journey toward a USD 1 trillion economy, where our technology policy increasingly prioritises depth, quality, and long-term value creation rather than scale alone. The Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR) sector sits at the intersection of creativity and frontier technologies such as AI and advanced computing, with applications across education, healthcare, industrial design, tourism, and advanced manufacturing. Our objective is for Tamil Nadu to capture 20% of India’s AVGC-XR market and create 2 lakh high-skill jobs by 2030. A key focus of the policy is regional diversification. While Chennai will serve as the primary hub, the ELCOT Viyan AVGC-XR Centre of Excellence will anchor a spoke-and-hub ecosystem extending to Madurai, Coimbatore, Trichy, Salem, and Tirunelveli, ensuring opportunity across the State, alongside focused skill development and support for original IP creation. The policy is the result of two years of close collaboration with industry and ecosystem partners, reflecting a shared vision to build a globally competitive creative economy from Tamil Nadu. மதுரை உள்ளிட்ட ஒட்டுமொத்த தென் மாவட்ட மக்களின் நீண்டகாலக் எதிர்பார்ப்பான, மதுரை விமான நிலையத்தைச் சர்வதேச விமான நிலையமாக அங்கீகரிக்க ஒன்றிய அமைச்சரவை ஒப்புதல் வழங்கியிருப்பது மட்டற்ற மகிழ்ச்சி அளிக்கிறது. இது ஏதோ ஒரு நாளில் எட்ட முடிந்த காரியமல்ல; கடந்த 10 ஆண்டுகளுக்கும் மேலாக பலர் முன்னெடுத்த தொடர் முயற்சிகளுக்குக் கிடைத்த நற்பலன். மதுரை விமான நிலைய விரிவாக்கப் பணிகள் முத்தமிழறிஞர் கலைஞர் அவர்களின் ஆட்சியில் 2008-ஆம் ஆண்டு தொடங்கப்பட்டு, 2010-ல் முதற்கட்டமாக நவீன முனையம் (Terminal) திறக்கப்பட்டது. ஆனால், சர்வதேச விமான நிலையமாக அங்கீகரிக்கப்பட மிக அவசியமான ஓடுதள விரிவாக்கத்திற்கான (Runway Expansion) நிலம் கையகப்படுத்தும் பணிகள், அடுத்து வந்த அதிமுக ஆட்சியில் பல ஆண்டுகள் கிடப்பில் போடப்பட்டன. 2016-ஆம் ஆண்டு மதுரை மத்திய தொகுதி சட்டமன்ற உறுப்பினராக நான் முதன்முறை தேர்வானது முதல், மதுரை மக்களின் எண்ணத்தைப் பிரதிபலித்து இதற்காகத் தொடர்ந்து குரல் கொடுத்து வந்துள்ளேன். ஜூலை 11, 2017 அன்று சட்டமன்றத்தில் மதுரையின் விமானப் போக்குவரத்துத் தேவை அதிகரித்துவருவதையும், சர்வதேச விமான நிலையத்தால் ஏற்படக்கூடிய பொருளாதார வளர்ச்சிக்கான சாத்தியங்கள் குறித்தும் விரிவாகப் பேசி, ஓடுதள நீட்டிப்புக்கான நிலம் கையகப்படுத்தும் பணிகளை விரைந்து முடிக்க வலியுறுத்தினேன். அதன் விளைவாக, 2013-ஆம் ஆண்டு முதல் நில இழப்பீட்டுத் தொகையை வழங்குவதைக் கிடப்பில் போட்டிருந்த அதிமுக அரசு, மார்ச் 2018-ல் சுமார் ரூ. 166.69 கோடி நிதி ஒதுக்கீடு செய்தது. இருப்பினும், நிர்வாகச் சிக்கல்களைச் சீர் செய்ய அதிமுக முனைப்புக் காட்டாமல் பணிகள் தொய்வடைந்தன. 2021-ஆம் ஆண்டு மாண்புமிகு முதலமைச்சர் @mkstalin அவர்களின் தலைமையிலான கழக அரசு பொறுப்பேற்ற பிறகு, நீண்டகாலமாகத் தேங்கிக் கிடந்த 615.92 ஏக்கர் நிலம் கையகப்படுத்தும் பணிகளைத் துரிதப்படுத்தினோம். அமைச்சராக பொறுப்பேற்ற முதலே நான் இம்முக்கியப் பணியில் கூடுதல் கவனம் செலுத்தினேன். அதிகாரிகளுடன் தொடர் ஆய்வுக் கூட்டங்களை நடத்தி, நில உரிமையாளர்களுக்கான இழப்பீடு மற்றும் சட்டப்பூர்வமான சிக்கல்களுக்குப் படிப்படியாகத் தீர்வுகளைக் கண்டுள்ளோம். முழுமையான நிலம் ஒப்படைப்பு என்பது சவாலான காரியம் என்றாலும், நமது அரசின் முனைப்பால் இன்று அது இறுதிக்கட்டத்தை எட்டியுள்ளது. மறுபுறம் ஒன்றிய அரசுக்கும் தொடர் அழுத்தம் கொடுத்து வந்தோம் , கடந்த ஆண்டு அக்டோபர் மாதம், ஒன்றிய சிவில் விமானப் போக்குவரத்துத் துறை அமைச்சர் திரு. கிஞ்சராபு ராம் மோகன் நாயுடு அவர்களை சந்தித்து இது குறித்து எடுத்துரைத்ததுடன் விரிவான கடிதத்தையும் வழங்கினேன். அதில்: மதுரையை முழுமையான சர்வதேச விமான நிலையமாக அறிவிக்க வேண்டும். தென்கிழக்கு ஆசியா மற்றும் மத்திய கிழக்கு நாடுகளிலிருந்து நேரடி விமானச் சேவைகளை எளிதாக்க, மதுரையை 'Point of Call' ஆக இணைக்க வேண்டும். மதுரை விமான நிலையம் 24 மணி நேரமும் செயல்பட அனுமதி பெற்றுள்ள நிலையில், விமான நிறுவனங்கள் நள்ளிரவு மற்றும் அதிகாலை நேரங்களில் கூடுதல் விமானங்களை இயக்க ஊக்குவிக்க வேண்டும். வயதானவர்கள் மற்றும் கிராமப்புற பயணிகளின் வசதிக்காக விமானப் பாதுகாப்பு அறிவிப்புகளைத் தமிழில் வழங்க அறிவுறுத்த வேண்டும். போன்ற கோரிக்கைகளை முன்வைத்திருந்தேன் . தற்போது கிடைத்துள்ள இந்த அங்கீகாரம் என்பது, முந்தைய ஆட்சியாளர்களைப் போல பெயரளவுக்கான செயல்பாடாக அல்லாமல், மாநில அரசு தமது பங்களிப்பை முழுமையாகச் செலுத்தியதோடு, ஒன்றிய அரசிடம் தொடர்ந்து முன்வைத்த கோரிக்கைகளின் விளைவாகும் என்பதை மதுரை மக்கள் நன்கு அறிவார்கள். முதல்முறை சட்டமன்ற உறுப்பினராகப் பொறுப்பேற்றது முதல் நான் தொடர்ந்து வலியுறுத்தி வரும் இந்தத் திட்டம் இன்று ஒரு முக்கிய மைல்கல்லை எட்டியிருப்பது மகிழ்ச்சி அளிக்கிறது. இன்னும் நடைமுறைப்படுத்தப்பட வேண்டிய மக்களின் கோரிக்கைகளையும் நிறைவேற்றுவதற்காக இதே உறுதியுடன் தொடர் முயற்சிகளை மேற்கொள்வோம்.

எனது சட்டமன்றத் தொகுதியில் வாழும் எளிய மற்றும் நடுத்தர மக்களுக்கும் அனைத்து முதன்மை மருத்துவ சேவைகளும் எளிதில் கிடைக்க வேண்டும் என்ற நோக்குடன் தொடர்ந்து பல முயற்சிகளை மேற்கொண்டு வருகிறோம். அதன் ஒரு பகுதியாக, மதுரை மாநகராட்சி மற்றும் தமிழ்நாடு சிறுநீரக ஆய்வு அறக்கட்டளை (TANKER) இணைந்து, மதுரை மகபூப்பாளையம் அன்சாரி நகர் நகர்ப்புற ஆரம்பச் சுகாதார நிலையத்தில் புதிய டயாலிசிஸ் சிகிச்சை மையம் அமைப்பதற்கான புரிந்துணர்வு ஒப்பந்தம் எனது முன்னிலையில் கையெழுத்தானது.இந்நிகழ்வில், TANKER அறக்கட்டளையின் நிறுவனர்-அறங்காவலர் டாக்டர் ஜார்ஜ் ஆப்ரஹாம், நிர்வாக அறங்காவலர் திருமிகு. லதா குமாரசுவாமி மற்றும் மதுரை மாநகராட்சி தலைமை சுகாதார அலுவலர் திருமதி. ஸ்ரீகோதை சொக்கலிங்கம் ஆகியோர் பங்கேற்றனர். அடுத்த சில நாட்களில் செயல்பாட்டிற்கு வரும் இந்த டயாலிசிஸ் மையம், 10 டயாலிசிஸ் இயந்திரங்களுடன் செயல்படும். இதன் மூலம், தினமும் சுமார் 20 நோயாளிகள் டயாலிசிஸ் சிகிச்சை பெற முடியும். முதல்வரின் விரிவான மருத்துவ காப்பீட்டு திட்டத்தின் (CMCHIS) கீழ் தகுதியுள்ள நோயாளிகளுக்கு டயாலிசிஸ் சிகிச்சை இலவசமாக வழங்கப்படும்; பிற நோயாளிகளுக்கும் ₹350 என்ற குறைந்த கட்டணத்தில் சேவை வழங்கப்படும். இந்த மையத்திற்கான இயந்திரங்களை HDFC வங்கி மற்றும் HCL அறக்கட்டளை தமது CSR நிதியின் கீழ் வழங்கியுள்ளன. இந்த மையத்தின் செயல்பாடு மற்றும் பராமரிப்பை TANKER அறக்கட்டளை மேற்கொள்ளும். இந்த திட்டத்தின் மூலம், எனது தொகுதியில் வாழும் பொருளாதார ரீதியாகப் பின்தங்கிய நோயாளிகள் தங்கள் அருகாமையிலேயே எளிதில் டயாலிசிஸ் மருத்துவச் சேவையைப் பெற வழிவகை செய்யப்பட்டுள்ளதில் நிறைவடைகிறேன்.

A quiet shift in India’s tax structure: Cess & Surcharge collections by the Union Govt: 2016-17 → Rs. 1.99 lakh crore 2025-26 → Rs. 5.82 lakh crore 2026-27 → Rs. 6.30 lakh crore More than tripled within a decade!! Cesses & surcharges are not shared with States - effectively shrinking the divisible tax pool. The more they grow, the smaller the divisible pool becomes. திராவிட இயக்கத்தின் ‘எல்லோருக்கும் எல்லாம்’ என்ற சமூக நீதிக் கோட்பாட்டை ஒரு நூற்றாண்டுக்கும் மேலாக உயர்த்திப்பிடித்த எனது முன்னோர்களைப் பின்பற்றி, 30 ஆண்டுக்கால வெளிநாட்டுப் பணியை விடுத்து மக்கள் பணியில் ஈடுபட்டு வரும் நான், எனது தொகுதியான மதுரை மத்தியில் வாழும் ஒடுக்கப்பட்ட மற்றும் பின்தங்கிய மக்களின் வாழ்வாதாரத்தை மேம்படுத்துவதை எனது முதல் கடமையாகக் கருதிச் செயல்பட்டு வருகிறேன். அந்த முயற்சியின் ஒரு பகுதியாக, இன்று மதுரை சுப்பிரமணியபுரம் பகுதியில் ₹62.68 கோடி மதிப்பீட்டில் கட்டப்பட்டுள்ள 396 அடுக்குமாடிக் குடியிருப்புகளை மாண்புமிகு தமிழ்நாடு முதலமைச்சர் திரு. @mkstalin அவர்கள் காணொலி வாயிலாகத் திறந்து வைத்தார். 2018ஆம் ஆண்டிலேயே அறிவிக்கப்பட்டிருந்த இந்தத் திட்டம், தேவையான நிதி ஒதுக்கீடு இல்லாததால் நீண்ட காலம் முடங்கிக் கிடந்தது. கழக ஆட்சி அமைந்து நான் நிதி அமைச்சராகப் பொறுப்பேற்ற பிறகு, அதற்கான கோப்புகளைத் தேடி எடுத்து தேவையான நிதி ஒதுக்கீட்டைச் செய்து பணிகளைத் துரிதப்படுத்தினோம். விளைவாக, மதுரை மாநகராட்சி வரலாற்றிலேயே முதல்முறையாக 9 மாடி (Stilt + 9) மின்தூக்கியுடன் கூடிய அடுக்குமாடிக் குடியிருப்புகள் என்ற முன்மாதிரித் திட்டம் இங்கே செயல்படுத்தப்பட்டுள்ளது. இதன் மூலம் ஆரம்பத்தில் திட்டமிடப்பட்ட 250 வீடுகளுக்குப் பதிலாக, தற்போது 396 குடும்பங்களுக்கு நவீன வசதிகளுடன் கூடிய வீடுகளை வழங்க முடிந்துள்ளது. ஒவ்வொரு வீடும் சுமார் ₹15.83 லட்சம் மதிப்பீட்டில் கட்டப்பட்டுள்ளது. இதில் மாநில அரசின் மானியமாக ₹13.33 லட்சமும், ஒன்றிய அரசின் பங்காக ₹1.5 லட்சமும் வழங்கப்படுகிறது. பயனாளிகள் செலுத்த வேண்டிய ₹1 லட்சம் பங்களிப்புத் தொகையையும் அவர்கள் சிரமமின்றி செலுத்தும் வகையில் தூய்மைப் பணியாளர் நலவாரியம் மற்றும் தாட்கோ (TAHDCO) மூலம் நிதி உதவி பெற நடவடிக்கைகள் எடுக்கப்பட்டுள்ளன. இதுவரை 75-க்கும் மேற்பட்ட பயனாளிகள் நிதி உதவி பெற்றுள்ளனர். மேலவாசல், மஞ்சள்மேடு மற்றும் கோமஸ்பாளையம் பகுதிகளைத் தொடர்ந்து, அடிப்படை வசதிகள் தேவைப்பட்ட சுப்பிரமணியபுரத்திலும் இந்த 16-வது சட்டமன்றக் காலத்திலேயே பணிகளை நிறைவு செய்து இன்று 223 பயனாளிகளுக்கு ஒதுக்கீடு ஆணைகள் வழங்கப்பட்டுள்ளது மிகுந்த மனநிறைவை அளிக்கிறது. அடிப்படை வசதிகள் இல்லாத மக்களுக்கு உயர்தரமான வசதிகளை உருவாக்கிக் கொடுப்பதே உண்மையான மக்கள் பணி என நம்புகிறேன். இந்த வாய்ப்பை அளித்த மாண்புமிகு முதலமைச்சர் அவர்களுக்கு எனது நன்றியை உரித்தாக்குகிறேன்.

Delighted to deliver the keynote at Indra Vizha 2026, the Annual District Conference of Rotary International District 3233. My association with Rotary goes back to my school and college days through the Interact and Rotaract clubs, and I have always valued the important role such organisations play in strengthening civic engagement and public service. When successful professionals and entrepreneurs apply their talents to public service, they often deliver focused outcomes that complement the work of governments. In my remarks, I reflected on the accelerating shift from the post-1945 multilateral order to a more fragmented and transactional global landscape. The era of hyper-globalisation, powered by seamless capital flows, financialisation and institutional consensus, has gradually given way to volatility, institutional strain and widening inequality. What is emerging now will likely be shaped by strategic self-reliance, bilateral alignments, AI-driven power equations and a more assertive role for middle powers such as India. In this environment, organisations like Rotary play an important role in strengthening civic trust, building Track II bridges and delivering focused, high-impact initiatives that complement the work of governments. India’s scale, representing nearly one-sixth of humanity and a rapidly expanding share of the global workforce, ensures that we will play a significant role in shaping the future. But real progress will not be measured by GDP alone. It will depend on equity, education, skills and quality of life. If we invest wisely in human capital and technological readiness, India will help shape the emerging global order rather than merely adapting to it.

மதுரை வடபழஞ்சி ELCOT தகவல் தொழில்நுட்பப் பூங்காவில் பிப்ரவரி 21 அன்று நடைபெற்ற விழாவில், மாண்புமிகு முதலமைச்சர் அவர்கள் முன்னிலையில், ELCOT மற்றும் ஹெச்சிஎல் டெக் நிறுவனங்களுக்கு இடையே இலந்தைக்குளம் ELCOT சிறப்புப் பொருளாதார மண்டலத்தில் 2.41 ஏக்கர் நிலம் ஒதுக்கீடு செய்வதற்கான புரிந்துணர்வு ஒப்பந்தம் கையெழுத்தானது. இந்த புரிந்துணர்வு ஒப்பந்தத்தின் மூலம் 150 கோடி ரூபாய் முதலீட்டில் 1,000 வேலைவாய்ப்புகள் உருவாக உள்ளது. இலந்தைக்குளம் ELCOT SEZ-ல் கடந்த ஏழு ஆண்டுகளாகச் செயல்பட்டு வரும் ஹெச்சிஎல் நிறுவனம், சுமார் 6,000 இளைஞர்களுக்கு வேலைவாய்ப்பு வழங்கி வரும் நிலையில், அந்த நிறுவனம் தங்கள் செயல்பாட்டை மேலும் விரிவுபடுத்த விரும்புவதை அறிந்து, நான் அங்கு இயங்கி வந்த Honeywell நிறுவனத்திற்கு ஒதுக்கப்பட்டிருந்த நிலத்தின் ஒரு பகுதியை ஒப்படைக்கக் கோரி அதன் அமெரிக்கத் தலைமையகத்துடன் தொடர்பு கொண்டேன் . இந்த முயற்சியின் விளைவாக, ஒப்படைக்கப்பட்ட நிலத்தில் தற்போது கூடுதலாக ஆயிரம் பேருக்கு வேலை கிடைக்கவிருப்பது பெரும் மகிழ்ச்சி அளிக்கிறது.
